Doing so requires sustained employer engagement at scale—a longstanding challenge for many public workforce systems.

Guild is now bridging this gap through state and regional partnerships that align workforce strategy and training directly with labor demand. By building sustainable pipelines for new and emerging professions, Guild helps employers fill critical roles, prepares workers for future opportunities, and drives regional economic growth.

Over the last decade, Guild has built partnerships with America's leading employers to solve the same workforce challenges public-sector leaders face today: training disconnected from labor demand, programs that can’t prove results, and the administrative complexity of managing payments and outcomes across multiple learning providers. Guild is now bringing its experience with employers to the public sector at scale. Central to this approach is Guild’s reporting and payment technology infrastructure, which enables state agencies to seamlessly administer complex funding, maintain regulatory compliance, automate incentive and tuition payments directly to providers and employers, and deliver clear, real-time data on workforce outcomes.

Guild’s partnerships in Alabama, Oklahoma, Ohio, Tennessee, and California demonstrate how its model can be tailored to different industries, funding structures, worker populations, and regional economic development needs.

Employer-Driven Partnerships Built Around Regional Priorities

Employer-driven design grounds public workforce investment in labor demand, helping ensure training builds the skills businesses need and gives workers clear pathways to sustainable employment. These partnerships show how state and regional leaders are aligning public investment with business needs while adapting Guild’s model to local priorities.

In Oklahoma, Guild is partnering with the Oklahoma Employment Security Commission on the Oklahoma Talent Accelerator. Launched in February, the program is backed by $6 million in federal funding from the U.S. Department of Labor’s $86 million Industry-Driven Skills Training Fund. The program supports new-hire and incumbent-worker training across advanced manufacturing, AI infrastructure, aerospace and defense, and healthcare. Guild manages employer onboarding, verifies eligibility, administers program policy, and processes incentive payments on the state's behalf. Within seven months of launch, more than 100 employers have engaged with the program to learn more, and more than 25 have contracted to participate.

In Tennessee, Guild is partnering with the Tennessee Department of Labor and Workforce Development and TNWorks to launch TN Talent, a $5 million initiative supported by the U.S. Department of Labor’s Industry-Driven Skills Training Fund. The program provides new-hire and incumbent-worker training in nuclear energy, AI and technical infrastructure, and advanced manufacturing. Drawing on infrastructure already operating in Oklahoma, Guild adapted the model to Tennessee’s systems and priorities.

Beyond the U.S. Department of Labor-backed programs in Oklahoma and Tennessee, Guild's public-sector work spans other funding models as well.

In Ohio, Guild has partnered with JobsOhio to launch JobsOhio Technician Path, the first phase of JobsOhio’s $300 million Experiential Learning Initiative. The program helps employers build talent pipelines for in-demand technician roles across growing industries, including advanced manufacturing, life sciences, and advanced aerospace and defense. As the program’s central administrator, Guild provides the employer infrastructure for streamlined onboarding, program administration, reporting, and payments.

In Alabama, Guild partnered with the City of Birmingham and UAB Medicine on a U.S. Economic Development Administration Good Jobs Challenge initiative to create a Certified Medical Assistant pathway connecting unemployed and underemployed residents with training, hands-on experience, and opportunities to move into high-demand healthcare roles. Within three months, Guild secured a hiring commitment from UAB Medicine and helped build a job-aligned pathway that includes a 100-hour clinical externship. In the pilot cohort, eight in ten learners who completed the coursework went on to complete an externship, and more than one-third of those externs were hired within months.

In California, Guild is partnering with College Futures Foundation to launch a tuition-free program for unemployed and underemployed adults pursuing advanced manufacturing careers across the northern region. Designed around the roles local employers need to fill, the two-year initiative will help manufacturers build a pipeline of qualified talent. The project is funded by the foundation’s Evolving Learning Models portfolio, which invests in bold ideas with the potential to reshape the working adult learner experience at scale.
