GrayRobinson Welcomes Veteran TTB Advisor Ronda Merrell to National Alcohol Law Team

WASHINGTON--(BUSINESS WIRE)--GrayRobinson is pleased to announce Ronda Merrell has joined the firm’s national Alcohol Law Team – ranked Band 1 for Food & Beverages: Alcohol in USA-Nationwide by the Chambers USA Guide 2025 – as a beverage consultant.

Based in the Washington, D.C., office, Merrell brings decades of federal agency experience and deep knowledge of the regulatory landscape governing alcohol production, distribution, and reporting. Drawing on decades of service within the Alcohol and Tobacco Tax and Trade Bureau (TTB) and its predecessor agencies, she advises clients on navigating the complex compliance and permitting framework.

“Ronda’s extensive experience within the TTB and her practical approach to compliance and regulatory matters make her a valuable addition to our team,” said GrayRobinson Regulated Products Section Chair Elizabeth DeConti, who leads the firm’s national Alcohol Law Team. “Her insight into federal permitting, taxation, and enforcement priorities strengthens our ability to serve clients across the alcohol beverage industry.”

Merrell is a seasoned beverage regulatory consultant with broad experience guiding industry members through federal permitting, taxation, and compliance matters. Her work spans beverage alcohol compliance, excise tax strategy, permitting, and regulatory risk management. During her tenure with the TTB Office of Permitting and Taxation, she served as a technical advisor within the Tax Services Division, where she led the Voluntary Disclosure Program and collaborated across divisions to bring industry members into compliance with federal laws and regulations. She also held leadership roles overseeing both the Beer Tax and Distilled Spirits Tax Sections, managing complex tax administration and compliance functions.

“I have long admired GrayRobinson’s Alcohol Law Team and the caliber of counsel it provides to industry members,” said Merrell. “I look forward to bringing my TTB background to bear on behalf of clients and to working alongside such a knowledgeable group of attorneys, advisors, and consultants.”

Merrell’s experience working closely with regulatory and legal teams gives her a comprehensive understanding of agency expectations and enforcement priorities, enabling her to deliver informed, strategic counsel to clients operating in a highly regulated environment.

Merrell earned her Master of Public Administration from Walden University, her Bachelor of Arts from Thomas More College, and her Associate of Science from Thomas More University.
