Matter Health Appoints Michael Scarbrough as Chief Executive Officer
Founder & CEO Mason Mercy to Transition to President/Chief Strategy Officer as Matter Health Strengthens Leadership for National Expansion to meet rising demand
NASHVILLE, Tenn.--(BUSINESS WIRE)--Matter Health, a value-based medical group delivering comprehensive care inside affordable senior housing communities, today announced the appointment of Michael Scarbrough as Chief Executive Officer, effective December 1, 2025. Founder Mason Mercy will continue to serve on the board and transition to President/Chief Strategy Officer, where he will focus on enterprise strategy and all aspects of external growth.
The leadership evolution reflects Matter’s strong growth trajectory and expanding national footprint. The company now serves thousands of dual-eligible seniors across multiple states through its embedded care model, which integrates clinical, behavioral, and social services directly within where patients live.

Scarbrough joins Matter Health with more than 30 years of experience building and scaling national, value-based care platforms. He most recently served as President and Chief Operating Officer at InnovAge, the nation’s largest operator of PACE programs and a publicly traded company. From 2018 to 2022, he served in the same role at Prospero Health, an organization he co-founded and scaled to 29 states before its acquisition by Optum. He later served as CEO of Optum at Home from 2022 to 2023 and has also held senior executive roles at Anthem/Elevance and Amerigroup.
