Manifest MedEx Applauds Governor Newsom for Signing SB 660 to Strengthen California’s Data Exchange Framework

RIVERSIDE, Calif.--(BUSINESS WIRE)--Manifest MedEx, California’s largest nonprofit health data network, today celebrated Governor Gavin Newsom for signing SB 660, new legislation introduced by Senate Health Committee Chair, Caroline Menjivar, that reinforces accountability and participation in California’s Data Exchange Framework (DxF).

The DxF is a cornerstone of California’s vision for a “Healthy California for All,” ensuring that providers, health plans, and social service organizations can securely exchange health data to improve care, safety, and outcomes for patients. As a Qualified Health Information Organization (QHIO), Manifest MedEx serves as part of California’s digital health safety net, connecting hospitals, clinics, health plans, local health agencies, and community partners to make sure critical health information follows Californians wherever they receive care.

“Governor Newsom’s signature on SB 660 sends a strong message: Data exchange is not optional, it’s essential,” said Erica Galvez, CEO of Manifest MedEx. “This law puts in place the accountability needed to ensure every provider and health plan participates fully in the Data Exchange Framework so Californians get safe, well-coordinated, whole-person care.”

SB 660 clarifies which providers must comply with the DxF, requires the California Department of Health Care Access and Information (HCAI) to report on participation, and creates a pathway for enforcement to ensure consistent adherence to the law.
