PCG Names Newly Created EVP of Human Capital to Enhance Employee Recruitment, Retention

BOSTON--(BUSINESS WIRE)--Taking a major new step to enhance its efforts to recruit and retain talented and diverse public-sector management consultants, Public Consulting Group Inc. (PCG) has named its first Executive Vice President of Human Capital, Tobi Russell.

Reporting directly to PCG CEO Bill Mosakowski, Russell will oversee all aspects of PCG’s efforts to attract, retain, and develop talent across its education, health, human services, and technology consulting practices in the U.S., Canada, and Europe. Formerly a vice president at Cumberland Farms, Hanover Insurance Group, and Fidelity Investments, Russell has 30 years of executive experience in all aspects of human resources.

Mosakowski said, “Nothing is more important to PCG’s successfully serving our clients than the quality, engagement, and diversity of our team. In this newly created position, Tobi brings best practices to enhance how we recruit and retain the highest-caliber talent and strategically identifying and attracting people with the skill sets and expertise PCG’s clients will need one, three, and five years from now.’’

“After an exciting and fulfilling three decades with pre-eminent private-sector businesses, I am excited to bring my experience to shaping and leading a company whose mission is nothing less than helping government agencies improve millions of people’s lives, every day,” said Russell. “Adding this new position at the level of PCG’s practice-area directors is a powerful signal from PCG’s leadership about their deep commitment to growing PCG’s human capital.”

Underscoring the importance of human capital as a business imperative, in 2018, PCG created a Human Capital Council, to enhance its focus on the employee experience and engagement. The Council has implemented an employee compact, engagement survey, and management development and training programs to expand its collection of actionable employee feedback and further tailor training initiatives to employees’ needs and aspirations.

Russell will lead PCG’s ongoing efforts to build on this extensive foundation and enhance employee programs, recognition, work/life integration, and professional development opportunities, so PCG will remain an employer of choice in the public-sector consulting services field.

Russell earned her master’s degree in Instructional Design from the University of Massachusetts Boston and her bachelor’s degree in Human Development from Boston College. She also serves as an adjunct professor of Human Resources at Framingham State University’s Graduate School of Business.
