Northspyre Launches Development Index, a New Monthly Benchmark for U.S. Real Estate Development

Inaugural September reading of 42.4 shows development conditions remain below the expansion threshold as higher capital costs narrow the field of viable projects.

ATLANTA--(BUSINESS WIRE)--Northspyre today launched the Northspyre Development Index (NDI), a new monthly benchmark for U.S. real estate development conditions built from anonymized, aggregated operational activity across the Northspyre platform.

Unlike sentiment surveys, transaction data, or lagging construction measures, the NDI is built from operational activity that shapes development itself.

The NDI registered 42.4 in September, down from 45.9 in August and 3.5 points below its September 2025 reading. Scores above 50 signal improving development conditions; scores below 50 signal deterioration.

The reading shows an industry that has moved off the acute stress of 2024 but has not reached a broad-based expansion. Projects already under construction continue to move forward. The greater constraint is upstream: elevated capital costs and more demanding underwriting are reducing the number of new projects that can make it from opportunity to groundbreaking.

“Development leaders have never lacked information. What they have lacked is a clear, recurring way to understand what that information adds up to: whether projects are moving, whether capital is becoming more available or more constrained, and where the market is beginning to change,” said William Sankey, CEO of Northspyre. “The Northspyre Development Index is designed to give the industry that view.”

Unlike sentiment surveys, transaction data, or lagging construction measures, the NDI is built from operational activity that shapes development itself. The index incorporates seven signals across three broad areas:

  • Developer financial health and continuity, including invoice payment behavior and business activity;
  • Active-project dynamics, including whether development portfolios are expanding or contracting; and
  • Capital deployment and project execution, including capital draws and new commitments to vendors, consultants, and contractors.

Together, these measures provide a monthly view of the financial and operational conditions that influence whether development projects advance, stall, or contract.

“The story in this data is not a clean return to the last cycle,” said Sankey. “Development is beginning to stabilize in some places, but it is doing so unevenly. The question is no longer simply whether to build, but where, when, and under what conditions a project can still work.”

The first published NDI reading also shows how uneven conditions have become. The West was the only Census region above the 50 expansion threshold in September, at 52.4. The South, Northeast, and Midwest all remained below it.

That divergence illustrates why broad national narratives can obscure the conditions development leaders must evaluate market by market. A region can have strong demand and still face capital or cost structures that keep new projects from moving forward. A market that looked stressed a year ago can begin to regain momentum as project pipelines reset.

Northspyre will publish the NDI on the second Friday of every month, providing a recurring view of the latest national reading, regional and market-segment performance, and the changes most relevant to development professionals.

“Real estate development deserves its own benchmark,” said Sankey. “Our goal is not to call every turn in the market. It is to give development professionals a more useful tool for understanding where momentum is building, where pressure is persisting, and where disciplined execution can create opportunity.”

Methodology

The Northspyre Development Index is a three-month rolling composite based on anonymized, aggregated operational activity observed across Northspyre’s platform. Each underlying measure is normalized against historical benchmarks and combined into a composite score centered at 50. Higher readings indicate healthier development conditions; lower readings indicate greater stress. Northspyre does not publish every underlying weight or scoring parameter in order to protect customer privacy and preserve the integrity of the model.
