Duncan Solutions Completes Transition to Standalone Tech- and AI-Enabled, End-to-End Transportation Revenue Cycle Management Platform

Successful divestitures of Pioneer, PCX, and Gila establish Duncan Solutions as a leading, independent, system of record for the parking and tolling violation lifecycle

LOS ANGELES--(BUSINESS WIRE)--Duncan Solutions, LLC (“Duncan”), a leading provider of technology-enabled transportation revenue management solutions, today announced that it has completed the sale of its non-core, affiliated business Pioneer Credit Recovery, Inc. (“Pioneer”).

The sale, along with previously completed divestitures of non-core businesses Pioneer Customer Experience (“PCX”) and Gila earlier in 2026, concludes Duncan’s transformation into a pure-play, end-to-end transportation revenue cycle management platform for state and local governments. Today, Duncan combines citation and violation processing, registered-owner identification, customer engagement, payments and revenue recovery across the parking, tolling, and camera-enforcement markets through a single system of record, MöbiHUB, a proprietary cloud- and AI-native smart mobility and violation management platform launched in 2026.

Duncan, Pioneer, PCX, and Gila (collectively, “Business Processing Solutions, LLC” or “BPS”) were acquired by affiliates of Gallant Capital Partners (“Gallant”) via a carve-out of the Government Services business of Navient Corporation (Nasdaq: NAVI) in February 2025. Since the acquisition, the business has separated from legacy Navient shared services, established standalone functions and infrastructure, strengthened its leadership team, migrated core technology to AWS, and launched MöbiHUB. Following the divestiture of Pioneer, Duncan’s operations, leadership, technology, and go-to-market strategy are aligned exclusively around transportation revenue management.
