Victor Minella, Former Senior Department of the Navy Official, Joins Babel Street Advisory Board

His appointment strengthens Babel Street's strategic leadership with proven expertise in intelligence operations, defense modernization, and public-private sector collaboration.

Victor Minella rose from enlisted service as a U.S. Navy Hospital Corpsman to Performing the Duties of the Under Secretary of the Navy — the second-highest civilian position in the organization. In this role, he served as Chief Management Officer and Chief Operating Officer and was responsible for more than 800,000 sailors, marines, and civilians and an annual budget of more than $250 billion. He also served as the first Deputy Under Secretary of the Navy for Intelligence & Security, leading as the senior agency official for DON Intelligence and Security with oversight for DON planning and execution of special programs, sensitive activities, and intelligence operations, including serving as the special operations and irregular warfare advisor to the Secretary of the Navy.

He is currently Chief Executive Officer of Minella Global Strategies, LLC, where he brings over three decades of experience to the private sector, working with agencies, executives, and organizations navigating change, innovation, growth, and strategic uncertainty.
