Landmark California Law Gives Parents Greater Transparency Into What’s in Their Baby’s Diapers—HealthyBaby, EWG & Hilary Swank Helped Make It Happen

NEW YORK--(BUSINESS WIRE)--HealthyBaby, creator of the first-ever EWG VERIFIED diaper, celebrates the passage of landmark California legislation requiring greater ingredient transparency in children’s diapers - a standard the company has championed since its founding. HealthyBaby founder Shazi Visram was instrumental in advocating for and helping advance the legislation, continuing nearly two decades of work with the Environmental Working Group (EWG) to improve transparency across the baby category.

On Sept. 28, Gov. Newsom signed Assembly Bill 1901 (AB 1901), the California Diaper Disclosure Bill, authored by California Assemblymember Marc Berman, requiring manufacturers of children’s diapers sold in California to fully disclose intentionally added ingredients on product packaging and online. The new law marks a significant step toward giving parents greater visibility into a product their babies wear 24-hours a day. Online disclosure requirements will begin Jan. 1, 2029, with on-package disclosure beginning July 1, 2029.

HealthyBaby’s push for diaper ingredient transparency predates the legislation. Since 2020, HealthyBaby has disclosed the ingredients used in its diapers and worked with EWG to become the first diaper to earn the rigorous EWG VERIFIED mark. Visram’s relationship with EWG dates back nearly two decades, beginning in 2007 when she distributed EWG’s Clean Fifteen and Dirty Dozen guides while building Happy Family, which became the nation’s leading organic baby food brand. In 2018, Visram joined EWG’s board of directors.

“AB 1901 does not ban ingredients. It does not tell companies how to manufacture their diapers, and it does not tell parents what choices to make,” said HealthyBaby founder Shazi Visram. “It simply gives parents access to information that should have been available all along. This law is a major step forward for parents, for transparency, and for the baby industry that should be held to a high standard.”

The law could also have implications beyond California. While New York previously enacted a diaper ingredient labeling requirement, California’s law establishes a more comprehensive disclosure standard for intentionally added ingredients and their functions. Given the size and influence of California’s consumer market, the new standard could shape how manufacturers disclose nationwide.

HealthyBaby’s advocacy has also extended across its leadership. HealthyBaby Chief Innovation Officer, actor and children’s health advocate Hilary Swank, along with consumer and legislative representatives advocated in support of AB 1901. Swank has previously joined EWG co-founder Ken Cook at the California State Capitol to advocate for SB 646, requiring testing and disclosure of toxic heavy metals in prenatal vitamins.

With AB 1901 now signed into law, HealthyBaby will continue work alongside the EWG and other advocates to push for greater transparency and higher standards across the baby industry.
