Frame Appoints Lloyd Moore as Co-Founder and Chief Technology Officer
Former Blockdaemon engineering leader will guide the technical development of Frame’s provable settlement layer for global finance
NEW YORK--(BUSINESS WIRE)--Frame, the provable settlement layer for global finance, today announced Lloyd Moore as Co-Founder and Chief Technology Officer. Moore will lead the technical vision for Frame’s platform, which helps banks, fintechs, payment companies, exchanges and enterprises orchestrate transactions across fiat rails, stablecoins and tokenized deposits through one programmable integration in seconds.
Moore brings extensive experience in engineering leadership, distributed systems, cloud architecture, security and financial infrastructure. Before Frame, he served as Acting Chief Technology Officer and Vice President of Engineering at Blockdaemon, where he grew the engineering organization from 10 to 187 people across 14 countries and helped build infrastructure that safely processed more than $500 billion in digital-asset transactions. The platform also achieved 99.98% uptime while processing more than two million daily API calls.
“Lloyd brings a rare combination of technical depth, security discipline and experience scaling critical infrastructure. He understands what it takes to build systems that institutions can rely on, and his leadership will be central to making Frame’s vision of interoperable, provable settlement a reality,” said Alexander Taskey, Founder and Chief Executive Officer at Frame.
Moore also served as Chief Technology Officer at Valence, where he built a privacy-first federated learning platform for enterprise clients and helped achieve ISO 27001 and SOC 2 Type I certification in four months. He also brings 12 years of experience as a Royal Marines Commando, a background that informs his focus on operational precision, resilience and high-performing engineering teams.
“Institutions do not need another isolated rail. They need infrastructure that works across the systems they already use, preserves their control and makes every settlement independently verifiable. That is the problem Frame is built to solve, and I am excited to help turn that vision into dependable technology,” said Lloyd Moore, Co-Founder and Chief Technology Officer at Frame.
At Frame, Moore is architecting the company’s technical platform, including the settlement engine, Rules Engine and SecLog, a high-speed encrypted log that records settlement decisions and their proofs for later verification. These systems support Frame’s approach to enforcing policy at settlement and producing independently verifiable transaction records. Frame’s architecture is designed to keep institutions in control of their own systems, keys and regulated responsibilities while enabling transactions to move across multiple forms of value.
Moore’s appointment comes as Frame advances its mission to make institutional settlement faster, more interoperable and more verifiable. The company is building infrastructure for institutions that need to connect traditional financial rails with stablecoins and tokenized deposits while preserving operational control, auditability and compliance visibility.

About Frame
Frame is the provable settlement layer for global finance. The company provides one programmable integration that helps banks, fintechs, and enterprises orchestrate payments across fiat rails, stablecoins, and tokenized deposits, with compliance enforced at settlement and value moving in seconds instead of days. Frame is infrastructure, not a bank. It does not custody customer funds, issue stablecoins, or operate as a money-services business — those regulated functions sit with licensed partners.
