One Year In: The Resilient LA Delta Fund Has Put 1 in 3 Homes On a Path Towards a Science-Backed Wildfire Standard

Through $4.5M in value-driven grants and an upcoming home loan program, The Resiliency Company and its partners are making fire-resistant construction the new baseline in Los Angeles.

LOS ANGELES--(BUSINESS WIRE)--The Resiliency Company, a nonprofit dedicated to mobilizing capital into resilient homes and infrastructure, today announced that over 20 building partners representing a pipeline into one third of homes lost across the Los Angeles region, are now striving towards building to an IBHS Wildfire Prepared Home standard. One year after the launch of the Resilient Delta Fund, this milestone reflects steady progress in bringing together major stakeholders from across the ecosystem. It also builds on The Resiliency Company’s deeper mission to make resilient rebuilding the default for communities facing repeat disaster risk, not just in Los Angeles, but across the country.

"We started the Resilient Delta Fund because rebuilding to code isn't enough anymore as fire risk has severely heightened," said Abby Ross, CEO at The Resiliency Company. "A year in, it's clear that the ecosystem of builders, lenders, and community groups are prioritizing resilience as a core tenet of rebuilding."

As part of this work, The Resiliency Company is also developing a new loan product with financial institutions, including the Neighborhood Partnership Housing Services (NPHS), to help homeowners finance the cost of building beyond code. The product is expected to launch in Q1 2027, extending the Fund's support beyond grants to a broader range of homeowners across the region.

“We value The Resiliency Company's work to drive adoption of the IBHS Wildfire Prepared Home standard across LA's rebuild, and that's exactly why we're building a loan product around it. As a CDFI, our job is making sure underserved families aren't left out of resilience, and this is how we get there,” said Clemente Arturo Mojica, President and CEO at NPHS.

In the aftermath of the January 2025 fires which consumed nearly 40,000 acres in Los Angeles and caused an estimated $53.8 billion in property damage, no government entities have led a comprehensive rebuilding effort in Los Angeles. Community organizations, builders and local lenders have driven much of the recovery on the ground instead. Led by The Resiliency Company’s on the ground program, known as Resilient Los Angeles, The Resilient Delta Fund was built to support and scale that vital community-driven response to support homeowners with rebuilding.

Now in its first year, Resilient LA and the Delta Fund have:

  • Over two dozen builders and architects impacting 1 in 3 homes being rebuilt across the Pacific Palisades and Altadena region now incorporate some of the most resilient wildfire-safety standards available, the IBHS Wildfire Prepared Home standard, as their baseline.
  • Resilient Delta Fund pilot grants are projected to impact over $4.5M in property value through its partnerships. At this time, the fund has pilot programs through Greenline Housing Foundation and San Gabriel Valley Habitat for Humanity to fund nearly a dozen structures for homeowners.
  • Brought in fresh catalytic funding, including from the Robert Wood Johnson Foundation, to broaden access to financial relief for LA homeowners.

“Rebuilding to a resilient standard protects the health and wealth of families,” said Kimberlee Cornett at The Robert Wood Johnson Foundation. “We are proud to support the Resilient Delta Fund’s mission to create the financing products needed to help those devastated by the Eaton and Palisades wildfires to be able to rebuild their homes.”

The Resiliency Company continues to expand its work with builders, organizations, lenders and funders across Los Angeles' wildfire rebuild. It designed the Resilient Delta Fund's model to work in situations where disaster risk has outpaced what current financing covers, and the Fund's momentum shows this model can scale nationally to tackle other climate risks, like hurricanes and flooding.
