Wilkins brings more than two decades of experience across central banking, financial regulation and economic policy. She served as Senior Deputy Governor of the Bank of Canada from 2014 to 2020, where she shared responsibility for monetary policy and financial system stability and represented the Bank internationally, including as its G7 and G20 Deputy and as a member of the Financial Stability Board. She is currently an external member of the Bank of England’s Financial Policy Committee and a Visiting Senior Policy Scholar at Princeton University’s Griswold Center for Economic Policy Studies.

“Canada has an opportunity to build sound digital payment infrastructure that reflects the strength and stability of its financial system while responding to how money and payments are evolving,” said Wilkins. “I look forward to working with the CAD Digital Board and contributing my perspective as CADD develops.”

“Carolyn brings a deep understanding of financial systems, regulation and the future of money and payments,” said Blair Wiley, Chief Legal Officer at Wealthsimple and a Director of CAD Digital. “Stablecoins are becoming a critical part of the Canadian and global financial system. Her perspective will be valuable as CAD Digital builds digital payment infrastructure that supports Canadian consumers and businesses.”

“Building new financial infrastructure requires both a clear vision for where the market is going and a deep understanding of the financial system it serves,” said Tom Caldwell, Chairman of Urbana Corporation and a Director of CAD Digital. “Carolyn brings that perspective to CAD Digital, and we are pleased to have her experience contribute to the continued development of CADD.”

Wealthsimple and Urbana are among the Canadian companies supporting the development of CADD.

Wilkins’ appointment follows the launch of CADD, Canada’s first Canadian-dollar stablecoin issued by a regulated financial institution.
