Middleburg Adds Development Partners in Phoenix, Denver and Nashville, Deepening Local Market Leadership

New hires mark early proof points of Middleburg's growth beyond its established Mid-Atlantic and Southeast footprint

VIENNA, Va.--(BUSINESS WIRE)--Middleburg, a vertically integrated real estate investment, development, construction and management firm, today announced the appointment of three new Development Partners – David Breen in Phoenix, Kelly Dranginis in Denver and Sammy Stalcup in Nashville – expanding the firm's development platform into three new high-growth markets. The additions bring the total number of Development Partners Middleburg has hired in 2026 to four, underscoring the pace of the firm's national growth.

The new hires will report into Middleburg's regional leadership team. Breen and Dranginis join under Scott Makee, who leads the firm's newly launched Western U.S. development platform spanning select Sun Belt and Rocky Mountain markets, marking Middleburg's first expansion beyond the Southeast and Mid-Atlantic in its more than two-decade history. Stalcup joins under Scott Zimmerly, Regional Development Partner, who oversees Middleburg's Development Partner network across the Southeast. Each new partner will lead sourcing, capitalization, entitlement and construction execution for Middleburg's development activity in their respective markets, reflecting the firm's long-held philosophy that successful development requires dedicated local leadership rather than management from a distance.

The appointments come amid continued national recognition for Middleburg, including its inclusion on the National Multifamily Housing Council's 2026 Top 25 Developers and Top 25 Builders lists and its recognition in the 2026 Builder 100.

Middleburg's newly-added development partners and the markets they oversee are as follows:

  • David Breen – Phoenix: Reporting to Scott Makee, Breen joins Middleburg with more than 11 years of real estate development experience, most recently serving as Director of Development at StreetLights Residential, where he oversaw eight Arizona projects totaling 2,361 units. He serves as Vice Chair of the Multifamily, Affordable and Senior (MASH) Local Product Council and is an active member of ULI Arizona. Breen holds a Master of Real Estate Development from Arizona State University.
  • Kelly Dranginis – Denver: Also reporting to Scott Makee, Dranginis brings more than a decade of experience developing multifamily and mixed-use communities throughout Colorado and California, having led projects representing more than $1 billion in value and more than 2,400 apartment homes. She previously served as Managing Director at Holland Partner Group, where she led the Denver development team, and earlier held roles at UDR, Inc. and S.L. Green. She will lead development activity across Colorado and the broader Mountain West.
  • Sammy Stalcup – Nashville: Reporting to Scott Zimmerly, Stalcup brings more than 16 years of experience in the development, design, capitalization and operation of large-scale residential and commercial projects. He most recently led Network Realty Partners’ expansion across the Southeast and spent nearly a decade at National Real Estate Advisors, where he closed and managed the execution of approximately $1.9 billion in multifamily development comprising more than 3,800 units. Stalcup holds an MBA from the University of North Carolina’s Kenan-Flagler Business School and a B.S. in Architecture from the University of Virginia. He will lead sourcing and execution across Nashville, Chattanooga and Knoxville, establishing Middleburg’s first dedicated development presence in Tennessee.

Breen, Dranginis and Stalcup join a firm that has closed more than $4.5 billion in transactions and delivered over 32,000 homes since Middleburg's founding in 2004. Their appointments, alongside the recent additions of Makee and Zimmerly to the firm's regional leadership team, underscore Middleburg's continued investment in local market leadership as it extends its integrated development platform into new high-growth regions across the country.
