NAVR Applauds Virginia and Mississippi for Enacting New Laws That Protect Veterans While Preserving Choice
WASHINGTON--(BUSINESS WIRE)--The National Association for Veterans Rights (NAVR) today applauds the Commonwealth of Virginia and the State of Mississippi for enacting new laws designed to strengthen consumer protections for Veterans while preserving their right to choose how they seek assistance with their earned disability benefits.
With the signing of Virginia’s Senate Bill 315, the “Safeguarding American Veteran Empowerment Act (SAVE),” and Mississippi’s House Bill 1076, the “Preserving Lawful Utilization of Services for Veterans Act of 2026 (PLUS Act),” both states join a growing national movement advancing balanced, Veteran-focused protections.
NAVR commends Virginia Governor Abigail Spanberger and Mississippi Governor Tate Reeves for their leadership in signing these important measures into law, reinforcing their states’ commitment to protecting those who have served.
“These laws reflect what we’ve consistently advocated for across the country, the bipartisan support behind the SAVE Act and similar legislation, ensuring strong consumer protections that safeguard Veterans without taking away their ability to choose how they access help,” said Peter O’Rourke, President of NAVR. “Veterans deserve transparency, accountability, and options. Virginia and Mississippi join other states that have delivered just that.”
Virginia’s SB 315 establishes clear guardrails against deceptive or misleading practices, strengthens disclosure requirements, and integrates oversight into the Commonwealth’s existing consumer protection framework, all while preserving Veterans’ autonomy in seeking lawful assistance.
Similarly, Mississippi’s PLUS Act introduces comprehensive protections, including written agreement requirements, strict limitations on compensation structures, mandatory disclosures, and prohibitions on referral fees and misleading guarantees. The law also reinforces data protection standards and ensures accountability through enforcement under state consumer protection statutes.
Together, these measures reflect a bipartisan commitment to protecting Veterans from bad actors while recognizing the complexity many face when navigating the VA benefits system.
“Pursuing earned benefits should not be overwhelming or confusing,” O’Rourke added. “These laws acknowledge that reality and ensure Veterans are both protected and empowered, not restricted.”
This action builds on a growing number of states that have enacted legislation aligned with NAVR-supported standards, reinforcing a national framework built on transparency, fairness, and Veteran choice. Both laws will take effect on July 1, 2026.
