Black & Veatch promotes Donnie Ginn to lead elevated Integrated Water and Environmental Solution business

OVERLAND PARK, Kan.--(BUSINESS WIRE)--Black & Veatch today announced the promotion of Donnie Ginn to lead the company’s strategic Integrated Water and Environmental Solutions business, including the company’s Public Agencies and Utilities (PAU) client segment.

Ginn, a 30-year water industry veteran, will oversee strategy, innovation and delivery across industrial water, drinking and wastewater, environmental solutions, reuse and emerging water challenges, including per- and polyfluoroalkyl (PFAS) substances, also known as forever chemicals. Ginn will report to Narsingh Chaudhary, president of the company’s Fuels & Natural Resources sector, serving companywide solutions to molecule-oriented clients across water, fuels, mining and other process industries.

Ginn has spent his entire career at Black & Veatch helping utilities and public agencies address complex infrastructure, regulatory and resiliency challenges. Most recently, he served as executive vice president and water solutions leader, providing industry leadership through the company’s annual Water Report and strategic client engagement across North America.

Ginn holds a bachelor’s degree in civil engineering from the University of Kentucky and a master’s degree in civil engineering from the University of Cincinnati. Ginn recently completed the Harvard Advanced Management Program, an intensive non-degree senior executive education program. He is actively involved in industry and nonprofit organizations focused on advancing sustainable and resilient water systems.

Elevation of Black & Veatch water business

The elevation of the company’s strategic water, public utilities and environmental solutions businesses enables Black & Veatch to expand these offerings to a broader range of “molecule” oriented clients, including heavy process industries.

As global demand for water-intensive infrastructure increases — including fuels production, advanced manufacturing, mining and data centers — clients are seeking integrated delivery models that reduce complexity and accelerate execution. By aligning water and environmental capabilities within FNR, Black & Veatch brings together technical, regulatory and delivery expertise under a single operating structure.

The Integrated Water and Environmental Solutions business includes services across municipal and industrial water systems, wastewater treatment, reuse, desalination, environmental remediation, permitting and compliance, and nature-based solutions. These capabilities are increasingly deployed as part of broader energy, fuels and industrial infrastructure programs.

These changes coincide with a broader organizational alignment designed to strengthen the Black & Veatch operating model and advance integrated services to clients across markets and geographies. The simplified structure establishes three key strategic sectors:

  • The Fuels & Natural Resources sector expands its scope to deliver fully integrated infrastructure solutions across fuels, LNG, mining and nutrition value chains, with integrated water and environmental solutions centralized within the sector. This alignment brings together water, environmental and process expertise to support large, complex programs where energy production, water security, environmental stewardship and resource efficiency are increasingly interdependent.
  • The Technology, Industrial & Governments sector sharpens its focus on data centers and AI-enabled digital infrastructure, commercial enterprises, integrated facilities and industrial manufacturing. The sector also supports the company’s Federal business and Mission Critical solutions, ensuring continuity in Black & Veatch’s partnerships with the U.S. federal government and allied clients while positioning the business for continued growth.
  • The Power Providers sector continues to focus on electric utility infrastructure, supporting generation, transmission, distribution and grid modernization programs critical to reliability, resilience and affordability. It supports electric utilities, independent power producers and developers as they plan, build and modernize power generation and grid infrastructure. The sector delivers end-to-end solutions — spanning strategic advisory, engineering, procurement and construction — to help clients address aging assets, rising electricity demand, grid reliability and the energy transition, including decarbonization and electrification.
  • The Black & Veatch Infrastructure Advisory (IA) team continues to provide industry-leading consulting and managed services across electric and gas, water and wastewater, and oil and gas sectors, helping clients address complex technology, operational, financial and regulatory challenges at any stage of the infrastructure lifecycle.
