Every year, Navy Federal contacts all 542 collegiate ROTC units across the country to solicit nominations for the program. In 2025, from 265 qualifying nominees at 202 schools, Navy Federal chose 15 finalists—five per branch of military service—to become ROTC All-American Scholarship recipients. The finalists each receive a $2,500 scholarship, and their Booster Club or Student Fund receives a $1,500 donation.

“From military excellence and leadership to scholarship achievements, it’s amazing to see the quality of leaders in these students as they embody the pillars of our program,” said ROTC All-American Scholarship Judge and Veteran Olivia Miller, vice president of strategic partnerships and community impact at Navy Federal. “We’re honored to give back to students who’ve committed themselves to military service and become exemplary leaders in their communities.”

Over the last eight years, the credit union has recognized 109 students and donated $610,000 through the ROTC All-American Scholarship Program.

Out of the 15 finalists, Navy Federal will select and honor the top Air Force, Army and Navy/Marine students as the three ROTC All-American Scholarship Program Students of the Year. The Students of the Year each receive a $6,500 scholarship, and their Booster Club or Student Fund receives a $5,000 donation.

The Students of the Year will be honored guests of the Go Bowling Military Bowl on December 27 and featured on ESPN’s broadcast of the game. All the scholarship recipients will also be featured across Navy Federal’s social media channels.
