EPAM Systems Establishes a Presence in Azerbaijan to Offer Digital & AI-Native Transformation Services

Partnering with Public & Private Sectors to Address the Challenges & Opportunities, across Multiple Industries

NEWTOWN, Pa.--(BUSINESS WIRE)--EPAM Systems, Inc., (NYSE: EPAM) a leading global provider of digital transformation and AI-Native product engineering services, has announced that it is establishing a presence in Baku, Azerbaijan. In partnership with the Innovation and Digital Development Agency (IDDA) of Azerbaijan, EPAM will provide support for private and public sector innovations, digital education and AI-powered services in addition to direct engagements with companies across such industries as energy, finance and telecommunications.

This step reflects EPAM’s continued commitment to serving global and regional clients by designing, building, deploying and supporting best-in-class solutions that drive enterprises and governments to transform through the use of advanced technology. Enabled by IDDA’s fast-track soft-landing program, EPAM is considering a Technopark residency which will serve to better align their local teams with Azerbaijan’s national digital priorities.

Yury Antaniuk, vice president at EPAM said, “Azerbaijan stands out as a bold, fast-moving country with a clear digital vision. We are excited to contribute to its transformation journey by combining local talent with global best practices and advanced technologies.”

EPAM’s collaboration with IDDA will focus on developing next-generation digital public services, advancing data standardization and interoperability for government systems, launching an executive leadership platform to support digital transformation, and implementing generative AI solutions within the public sector.

Farid Osmanov, chairman of IDDA, welcomed EPAM’s decision to enter the market, emphasizing that the Company’s decision to establish operations in Azerbaijan validates national efforts to create a fertile environment for global tech leaders. He highlighted that the partnership would play a significant role in advancing digital governance, AI capabilities, and human capital development as well as enhance the Country’s role in ICT-enabled services and technology exports.

Azerbaijan’s growing digital economy, increasing digitalization of public e-services, and expanding pool of IT professionals offer the right conditions for regional delivery. Its geographic position—connecting Central Asia, the Middle East and Eastern Europe—also strengthens its role for EPAM’s existing operations in Caucasus in digital identity, platform engineering, and artificial intelligence, supporting both domestic innovation and cross-border ICT export growth.

In addition, EPAM’s presence will contribute to innovation programs, provide mentorship to local startups and actively participate in technology and policy events across the region.
