Balfour Beatty Communities and U.S. Army Fort Carson Celebrate First New Homes in $67 Million Housing Investment

FORT CARSON, Colo.--(BUSINESS WIRE)--Balfour Beatty Communities, a longtime partner of the Department of Defense, joined U.S. Army Fort Carson leadership and military families on May 13th to proudly celebrate the first new homes to be completed in the $67 million Arapahoe Village development project at Fort Carson Family Homes, the privatized military housing community located at Fort Carson, Colorado. The ribbon-cutting ceremony marked a significant milestone in Balfour Beatty’s multi-phased development project with the first service members and their families moving into the newly constructed homes.

The Arapahoe Village project broke ground in 2022 with the first phase focused on the demolition and removal of more than 250 existing housing units built in the 1950s. The next phase included extensive site work to relocate and upgrade utilities infrastructure and complete street paving to support the new construction.

The current phase of development to be completed this fall brings 56 new construction 3- and 4-bedroom two-story homes configured into 14 fourplexes, as well as a one-story fully accessible unit designed to accommodate individuals with disabilities. The new homes feature open-concept floor plans, attached garages, plank flooring, energy-efficient appliances, and infrastructure for electric vehicle charging—ensuring military families have access to comfortable, sustainable, and future-ready living spaces. Plans for an additional 24 homes to be completed in 2026 are currently pending approval.

“This progress at Fort Carson reflects our steadfast commitment to enhancing on-base housing quality for service members and their families,” said Theresa Steele, Vice President of Army Project Development at Balfour Beatty Communities. “We are proud to deliver new, modern housing that will improve the quality of life for military families who live with us today and those who will occupy these homes for years to come.”

The ceremony was attended by Army and Balfour Beatty leadership, local officials and residents, highlighting the importance of this development and the strong collaboration underpinning its success.

“We are trying to fulfill that commitment we have to Soldiers and their Families to give them quality places to live so their service member can do the difficult, dangerous tasks we ask them to do as part of the United States Army,” said Major General David Doyle. “These townhomes are a clear commitment to making sure that we do the right thing.”

Since the inception of their partnership with the U.S. Army and Fort Carson in 2000, Balfour Beatty Communities has invested more than $500 million in improvements and has developed close to 1,000 new homes on the base. As a key partner and long-term solutions provider to the Department of Defense, Balfour Beatty continues to work closely with the Army on plans to further expand and improve the Fort Carson housing portfolio.
