eSTART Coalition Celebrates One Year and Nearly 130 Members Advocating for Title and Registration Modernization

PHOENIX--(BUSINESS WIRE)--The Electronic Secure Title and Registration Transformation (eSTART) Coalition, a group of stakeholders with a shared mission to modernize title and registration processes across the United States, is celebrating its one-year anniversary. Since its launch in March 2024, eSTART has grown rapidly, bringing together 129 members representing all parts of the automotive landscape, who are collaborating with policymakers and DMVs to accelerate the adoption of modern, efficient, and secure alternatives to traditional paper-based systems.

“Over the past year, eSTART’s membership and influence has quickly grown as our broad coalition has aligned on the importance of coming together to advocate for adopting more efficient, secure and modern technologies to improve title and registration processes across the country,” said Tony Hall, Chair of the eSTART Coalition Advisory Board and Head of Policy, Title and Registration Modernization at Carvana. “Our members have built strong partnerships, engaged with policymakers, and championed solutions that make these processes faster, more secure, and more efficient for everyone.”

One Year of Impact

Since its founding, eSTART has focused on three key areas of modernization:

(1) Electronic Signatures: Promoting the adoption of e-signatures for all title and registration documents.
(2) Electronic Processing: Encouraging the use of electronic tools to submit and process vehicle title and registration transactions.
(3) Electronic Record Transfers: Advocating for secure and seamless digital transfers of vehicle records.

The eSTART Coalition has successfully facilitated 14 member-driven advocacy campaigns, amassing over 230 signatures on initiatives like letters of support for electronic signatures, electronic titling, and electronic lien systems in states including Massachusetts and New York, as well as petitions and requests for executive action in other states like Texas and Georgia.

These and other similar efforts have contributed to ongoing policy discussions and growing interest in modernization, supporting a broader movement toward digital solutions that benefit consumers, state agencies, dealers and industry participants.

Looking Ahead

As eSTART enters its second year, the coalition remains committed to expanding its reach and driving legislative and regulatory changes that support digital transformation in the automotive sector. In addition to ongoing advocacy, eSTART plans to bring its first in-person events and the inaugural eSTART Modernization Awards as part of its next phase of growth.

The coalition welcomes new members and encourages industry leaders, government organizations and trade associations to join the movement toward a more modern, secure and efficient vehicle transaction process.
