Millions Apply, Few Are Hired, Most Hear Nothing, According to New Fountain Report On How Frontline Hiring Really Works
Promises of better pay, faster hiring, and smarter technology are outrunning the proof, data from job applications and workers shows
SAN FRANCISCO--(BUSINESS WIRE)--Only about 8% of frontline worker applicants are hired, and most of the rest never get a clear answer either way, threatening the trust applicants have in prospective employers. These findings come from an analysis of 12.5 million U.S. frontline applications flowing through Fountain’s AI-native platform for managing the global frontline workforce, as well as a Fountain-commissioned survey of 1,014 U.S. frontline workers.
AI is entering hiring faster than most employers realize, with AI’s share of first interviews jumping from 2% to 14% in a single year. And too many applicants apply and hear nothing,” said Fountain CEO Sean Behr

The clearest example is the 881,000 applications that, in 2025, simply timed out rather than receiving an outright “yes” or “no,” according to Louder Than Words: Hiring of the People, For the People, By the Hour, a follow-up to Fountain's 2023 benchmarking report. These applications quietly went cold before anyone made a decision.
The application-to-hire funnel is steep: 78.5% of applicants complete their applications, but only 19% reach an interview and about one in 12 are hired.
Speed is the other half of the story. The typical frontline hire happens within 10 to 11 days of applying, but that average hides the people it matters to most: a full quarter of hires wait six weeks or more. For a workforce where more than half say they could not cover a month without income, that wait is not an inconvenience; it’s a crisis.
The national funnel also hides how differently industries hire. Food service is the most hands-on: it interviews candidates at more than double the rate of any other sector (53%) but hires the fewest (4.1%). Logistics is the opposite, a volume machine that converts more applicants into hires than anyone (10.6%) with far fewer traditional interviews. Retail is a lesson in reading data carefully: only 2.7% of its applicants looked like they reached an interview until you count the “screening calls” its big employers run, which lifts the real figure to 21.3%. And health care hires through paperwork more than conversation, leaning on licensing and background checks, with the least visible interview contact of the four (10.7%).
“12.5 million real frontline applications tell us two things: AI is entering hiring faster than most employers realize, with AI’s share of first interviews jumping from 2% to 14% in a single year. And too many applicants apply and hear nothing,” said Fountain CEO Sean Behr. “Workers aren’t asking companies to slow down. They’re asking not to be left in the dark. AI can close that gap with faster answers, while people remain accountable for consequential decisions. That’s the model we’re building at Fountain.”
Frontline workers face greater uncertainty as AI figures more prominently in hiring
Frontline workers are wary of how AI is reshaping hiring. Its growing role is testing their trust in ways employers have not fully reckoned with.
On the platform, AI-driven interviews rose from 59,000 in 2025 to 293,000 in just the first nine months of 2026, and completion rates climbed from 50% to 60%. But adoption is concentrated: more than half of all AI-led first interviews came from just two large employers, while the rest of the market is still early.
Louder Than Words goes well beyond the hiring funnel. The full report examines the pride and financial pressure on frontline workers, the thousands of dollars it costs employers to replace a single worker, how candidates view AI at each stage of hiring, and how the largest frontline industries hire in very different ways.
