AI English Tutor Loora Aims to Break One of the World's Biggest Barriers to Opportunity

Company raises $22M Series B to scale access to English fluency

TEL AVIV, Israel--(BUSINESS WIRE)--Loora, the AI English tutor that has reached 15 million learners worldwide, today announces a $22 million Series B funding round. English fluency is one of the most reliable predictors of advancement on the planet, and one of the least talked-about barriers to opportunity. 95% of the global population are not native speakers, yet must reach fluency to access the 98.5% of employers across 38 developed economies that use a formal English competency assessment during hiring. Access to instruction, however, remains deeply unequal. The average online human tutor ranges from $15-$50 an hour putting effective language learning out of reach for many learners.

Building a language learning experience that genuinely drives fluency requires more than connecting users to a frontier model. It requires a data flywheel: a system that, based on hundreds of millions of real interactions, learns which paths actually produce retention and fluency. General-purpose LLMs are, by definition, optimized for breadth — coding, productivity, search — not for the personal, iterative process of language acquisition. Loora has created one of the world's largest datasets focused on English language acquisition, and built the necessary infrastructure to leverage it for measurable learning outcomes.

Loora has powered more than 200 million learner interactions, with revenue more than doubling in the last twelve months and ARR now in the tens of millions. The company has also built its B2B business from scratch over the past year, signing more than 100 corporations, governments and universities globally. Loora's core user is a fluency-driven adult aged 25 to 55, with 72% learning English to advance their careers. Retention, one of the clearest indicators of learning outcomes, has more than doubled since launch.

Loora’s $22 million Series B raise brings the company’s total funding to $43.25 million. The round was led by Union Tech Ventures, with participation from vgames and existing investors Emerge, Hearst Ventures and QP Ventures. The capital will be deployed across three priorities: scaling AI research and engineering capabilities, accelerating go-to-market across the US, Europe, Asia and South America, and expanding the data and research infrastructure that underpins Loora's learning outcomes. Headcount is expected to double from 30 to 60 within six months, a significant expansion for a company that has deliberately stayed lean and scaled revenue substantially faster than headcount. The majority of new hires will be focused on AI research and engineering, alongside continued investment in learning science.

Roy Mor, CEO, commented "If you already speak English, it's easy to underestimate how much opportunity comes with it. For billions of people, fluency is the highest-stakes gateway there is: to a promotion, a better job, a university place or a different future altogether. Today, learners in Mexico, Japan, Germany, Brazil and beyond are getting the same personalized instruction that used to cost $50 an hour, for around $10 a month. That is what this funding allows us to scale."

Roxanne Horesh, Managing Director at Union Tech Ventures added, "More than 1.5 billion people are learning English to advance their careers and lives, making it one of the largest opportunities in global education. What stood out to us was the combination of mission and execution: Roy, Yonti and team are using AI to make high-quality English instruction accessible to far more people, while building a product learners return to again and again. Conversational AI is a hard problem. Building a system that adapts to each learner, measures progress and continuously improves the path to fluency is far harder. Loora is delivering both engagement and outcomes at global scale, which positions them to define this category."

One learner in Germany has spent 40% of his sessions talking about politics. Another in India has covered 38 different topics across 49 sessions, ranging from water activities to philosophy, while a third has not missed a single day in 1,377 days. These are not curated syllabuses or structured exercises. They are the conversations people naturally reach for when given the freedom to speak about their lives. When a learner is talking about something they care about, every bit of cognitive bandwidth goes to language. The platform becomes a mirror of what learners care about, not a generic curriculum designed for anyone.
