Stephens Public Finance Expands Texas Team With Hiring of Beau Rees

Veteran Texas School Superintendent Brings Issuer Perspective and Extensive Bond Program Leadership

LITTLE ROCK, Ark.--(BUSINESS WIRE)--Stephens Inc. today announced that Reagan C. “Beau” Rees, Ed.D., has joined Stephens Public Finance as a Vice President focused on the Texas market. Mr. Rees will concentrate on developing bond underwriting opportunities throughout the state, drawing on more than 25 years of executive leadership in Texas public education and direct experience with district budgeting, bond elections, debt management, and capital program execution.

“Beau brings a perspective that will resonate with Texas issuers because he has spent his career making the kinds of long-term financial and capital decisions they face every day,” said Leigh Ann Biernat, Executive Vice President and Head of Stephens Public Finance. “He understands how to work with boards, financial professionals, and community stakeholders to build consensus around important projects. His experience, credibility, and longstanding relationships across Texas will strengthen our team as we continue to expand our underwriting relationships throughout the state.”

Before joining Stephens, Mr. Rees spent more than 20 years in Texas serving as superintendent of several school districts. In those roles, he oversaw complex financial and operational matters involving budgeting, debt management, bond planning and capital improvement programs. He also worked closely with boards of trustees, financial advisors, legal counsel and community stakeholders to advance long-term district priorities.

“Having spent much of my career as a client of public finance firms, I understand firsthand how important responsiveness, clarity and trust are to a successful financing,” said Mr. Rees. “I am excited to join Stephens, bring an issuer’s perspective to the team and build relationships with Texas issuers and their municipal advisors as they plan and finance projects that will serve their communities for years to come.”

Mr. Rees earned a Doctor of Education in Educational Leadership from Texas Tech University, a Master of Science in Educational Administration from Abilene Christian University and a Bachelor of Science in Political Science from Texas A&M University.

In Texas, Stephens Public Finance serves as a bond underwriter and works with third-party municipal advisors.
