Key Credit Considerations

The rating was assigned because of the following key credit considerations:

Credit Positives

  • A growing tax base and favorable economic profile.
  • Strong State oversight in the budgetary process.
  • Manageable debt burden, and the Bonds have a short average life and final maturity of 2038.

Credit Challenges

  • Declining student enrollment.
  • Low level of liquidity, but adequate given robust State oversight.

Rating Sensitivities

For Upgrade

  • Significant growth of the tax base, in conjunction with positive operating performance that leads to the maintenance of increased reserves.

For Downgrade

  • Sustained decline in enrollment resulting in general fund deficits and further erosion of reserves.
