The committee, chaired by Rep. James Frank, R-Wichita Falls, has spent the year hearing from physicians, insurers, hospital systems, drug pricing companies and direct-contracting advocates on how to bring down costs without cutting access to care.

Quigley was invited to testify given Sidecar Health's experience building a health insurance model designed around price transparency and consumer choice. As part of Texas’ broader push to lower healthcare costs without sacrificing access or quality, the Texas Department of Insurance approved Sidecar Health in January 2026 to sell and administer large employer health plans in the state.
