Wolters Kluwer Transforms Trusted Legal Content Into Structured, AI-Ready Intelligence That Powers the Next Wave of Legal AI

By transforming authoritative legal content into structured legal intelligence, Wolters Kluwer gives AI the context and relationships needed to deliver deeper research and higher-quality results

ALPHEN AAN DEN RIJN, Netherlands--(BUSINESS WIRE)--Wolters Kluwer Legal & Regulatory today announced the next evolution of Libra by Wolters Kluwer, its all-in-one Legal AI Workspace. By transforming authoritative legal sources, expert commentaries, and practical guidance into structured legal intelligence, Wolters Kluwer is making the relationships across the full breadth of its expert legal sources more explicit. This will enable deeper contextual research, more comprehensible answers, and workflow-ready results across legal work.

Following the integration of Wolters Kluwer content into the Libra AI workspace in the first half of 2026, laws, rulings, expert commentaries, and practical guidance will now be linked to one another and to the matter at hand, creating a connected knowledge graph of expert-curated and authored legal knowledge that AI can reason over. For customers, this means research that surfaces the right authority faster, answers with even clearer reasoning and sources, drafting guided by matter-specific context, and greater confidence in every outcome.

“This is the biggest change to our content since we took it digital,” said Martin O’Malley, CEO, Wolters Kluwer Legal & Regulatory. “Our knowledge graph structures our unique repositories of legal information in the way global legal professionals actually think: as a network of laws, rulings, expert commentaries and concepts that are deeply connected. When AI understands these relationships across the full depth of our content rather than simply retrieving similar text, answers can become more nuanced, contextual, and still fully traceable.”

In internal evaluations, Libra already consistently produces higher-quality, better-sourced, and more traceable answers than leading general-purpose AI models. At the foundation of this work is a distinctive Wolters Kluwer asset: a body of professionally curated legal content created and continuously maintained by a network of thousands of practicing expert authors and domain editors. Structuring this knowledge makes each contribution more discoverable, more clearly attributed, and more directly connected to the moment in a legal professional's work where it is most useful.

“For decades, legal professionals have trusted the expertise of our authors, editors, and legal experts,” said Philipp Mueller, Chief Product Officer, Wolters Kluwer Legal & Regulatory. “We are building new ways to connect and deliver that knowledge into Libra and other products, so that authors' expertise and insight flow seamlessly into our customers' workflow, as intuitively as if they were working together as colleagues.”

Early access will open to selected customers in the coming months, followed by a phased market rollout across Wolters Kluwer Legal & Regulatory segments through Q4 2026 and Q1 2027. Timing and capabilities will vary by market as Wolters Kluwer validates quality, customer value and operational readiness.
