Access Strategy Group and Foxit Partner to Give Millions of Americans with Disabilities Documents They Can Actually Read

Partnership makes inaccessible PDFs usable for people with disabilities, from lab results to benefit notices

FREMONT, Calif.--(BUSINESS WIRE)--Nearly 50 million U.S. adults report at least some trouble seeing, per the most recent National Health Interview Survey. For each of them, an unreadable document is a service they cannot reach and a decision made without them.

Access Pro is an integrated document remediation solution for Foxit PDF Editor and PDF Editor+ that enhances Foxit’s industry-leading PDF editing capabilities by enabling accessibility specialists to edit PDFs, audit accessibility, remediate issues, validate compliance and certify inaccessible documents within a single workflow.

What The Partnership Delivers

A single health system or university can hold hundreds of thousands of PDFs. Fixing them requires software that produces accessible files from the start and trained specialists to remediate those already published. Most organizations have neither, and the backlog grows every week.

The partnership pairs ASG's remediation expertise with Foxit's document platform, and organizations can put it to work today. Foxit PDF Editor ships with built-in accessibility features now, and Access Pro extends them into full remediation, validation and certification as an organization’s accessibility program matures. Rather than relying on multiple software tools and vendors, teams manage the entire document accessibility workflow, from editing through certification, within the Foxit platform.

Deadlines Are Set, and Exposure Is Climbing

Under the Americans with Disabilities Act (ADA), state and local governments serving 50,000 or more people must bring their digital content into compliance with the WCAG 2.1 Level AA standard by April 26, 2027. Smaller governments, school districts and other special districts have until April 26, 2028. Organizations receiving federal health funding face a May 11, 2027, deadline. The obligation has not changed, and organizations face legal exposure over documents that people cannot read.

Seyfarth Shaw, the accepted benchmark for ADA litigation, recorded a 27% year-on-year increase in accessibility lawsuits filed in federal court in 2025, more than three times the 2013 baseline. Courts treat an inaccessible PDF as a violation for a business open to the public. With recent web accessibility settlements topping $5 million, every document an enterprise publishes carries real legal exposure. That liability scales with the archive. A single consent decree can require remediation of an entire document library at a steep additional cost.
