As debates over women's health care access continue on Capitol Hill, a landmark national voter survey, conducted by Impact Research and Echelon Insights for Center Forward among 1,206 registered voters nationwide, reveals that support for over-the-counter emergency contraception is not a partisan issue. It is an American issue, and Republican voters want access protected.
"The data could not be more direct," said Tara Evans, Marketing for Plan B. "Voters on both sides of the aisle want their elected officials to stand with women on this issue. Policymakers who move to restrict access to emergency contraception are not representing the will of their constituents."
Among the most striking findings: 72% of Republican voters agree that policymakers should protect access to birth control, including over-the-counter emergency contraception like Plan B. That number rises to 70% among independents and 80% among Democrats, creating one of the clearest bipartisan mandates in recent public health polling.

The findings carry significant implications heading into the 2026 midterm elections. Persuadable voters, defined as those who would probably but not definitely vote Republican or Democrat, support policymaker protections for emergency contraception at the same rate as the general electorate, at 72%. Any candidate or legislator who moves to restrict access risks alienating a broad cross-section of their own base.
"This is not a fringe position. This is the mainstream," adds Evans. "Seventy-two percent of Republican voters is not a narrow margin. It is a mandate."
