Hunt Real Estate to Develop Manor's New City Hall and Library

Unanimous council vote clears the way for construction to begin this fall, with the facility set to open in mid-2028.

MANOR, Texas--(BUSINESS WIRE)--The Manor City Council voted unanimously on May 6 to adopt the Manor Town Center Strategic Roadmap, clearing the way for construction of a new City Hall, Public Library, and central Gathering Lawn to begin this fall. Hunt Real Estate & Infrastructure is serving as the City's P3 developer for the project, which will anchor an 84-acre mixed-use district along US-290.

The master plan was developed through a collaborative process with the City and Shenandoah Development Group, the landowner and mixed-use developer. Phase 1 includes the civic core and supporting infrastructure needed to open the new public facilities and support future development across the site. The project is intended to create an accessible, walkable civic center for Manor, improve access to public services, and establish a strong foundation for long-term economic growth.

The project team includes Lake|Flato as master planner, PGAL as architect of record, and Hensel Phelps as design-builder.

As the project moves into detail design, permitting, and construction, the City and project team plan to continue public engagement through a dedicated project website, community meetings, and regular updates.
