Claritev Launches PHCS Novera to Give TPAs More Control Over Network Design Amid Rising Healthcare Costs

New Primary Network Solution Helps Balance Regional Access, National Reach, and Cost Discipline

MCLEAN, Va.--(BUSINESS WIRE)--As healthcare costs accelerate and employers demand more control over network strategy, Claritev Corporation (NYSE: CTEV), a healthcare technology, data and insights company, today announced the launch of PHCS Novera, a primary network solution designed to help deliver flexible, competitive options.

“TPAs are being asked to manage rising costs without giving up access. PHCS Novera was designed to help balance both.”

With nearly two-thirds of covered workers enrolled in self-funded insurance plans and healthcare costs projected to rise 9.5% in 2026, employers are increasingly pushing third-party administrators (TPAs) to deliver more flexible, cost-conscious network designs. PHCS Novera was built to meet that demand by combining regional provider depth with national access.

PHCS Novera allows TPAs to design market-specific primary networks anchored by prominent local health systems such as Banner Health in Arizona and Ascension in the Texas and Tennessee markets, while still maintaining national coverage for traveling and remote employees. The new approach offers TPAs a more flexible network model that balances affordability, access, and member experience. It also supports the ability to deploy additional cost containment strategies.

“TPAs are being asked to help employers manage cost trends without giving up reach or flexibility,” said David Murtagh, Senior Vice President and General Manager, Network Solutions at Claritev. “PHCS Novera is designed for that shift, combining strong regional provider relationships with national access in a competitive and configurable model.”

By pairing regional depth with out-of-area access and out-of-network support, TPAs can deliver a differentiated network strategy.

“There are many new, creative solutions that can help employers control costs and PHCS Novera is designed to be the medical network at the center of a robust health plan,” said Dallas Scrip, Senior Vice President, TPA Segment Leader at Claritev. “It gives TPAs a new way to balance access, flexibility, and cost discipline in a changing market to help meet each employer’s unique needs.”

PHCS Novera is available in select markets, anchored by leading regional health systems, with additional market launches planned throughout 2026.
