Since 1981, DCL has helped publishers, life sciences organizations, government agencies, defense contractors, and Fortune 500 enterprises transform unstructured content into structured, standards-compliant data, powering modern publishing, regulatory submissions, and AI applications. DCL serves more than 250 clients annually, with deep expertise in XML, DITA, S1000D, MIL SPECs, JATS/BITS, SPL, JSON, and other industry-critical standards.

"DCL is exactly the kind of business we set out to partner with when we started this journey," said Colin Murphy, CEO of CTI. "They've spent 45 years building deep technical expertise, long-term client relationships, and a reputation for excellence in a market that is only becoming more important as organizations work to make content AI-ready. Together, CTI and DCL offer customers a more complete picture of the data lifecycle, from the front-end management of physical and analog information to structured, enriched, digital content. We're thrilled to welcome the DCL team."

CTI's strategic thesis centers on the increasing complexity of how organizations manage information across the full lifecycle. As government agencies and commercial enterprises navigate mounting volumes of legacy content, regulatory requirements, and the need to make data usable for AI and analytics, the demand for specialized providers with technical depth and client trust is accelerating. DCL's capabilities in content transformation, data enrichment, and structured content delivery extend CTI's platform meaningfully into the heart of this opportunity.

"When we decided to find a partner for DCL, we sought a team that understood what we've built and that would invest in its future," said Mark Gross, founder and President of DCL. "In CTI, we found exactly that. Our team, our client relationships, and the quality of our work will be assured. In an era where AI makes knowledge management both more powerful and more consequential, the combined organization is positioned to be an industry leader for trustworthy information services. I'll be staying on to support the integration and to ensure our clients continue to receive the service they've come to expect."

DCL's executive team, including Amy Williams (EVP and COO) and Tammy Bilitzky (CIO), will continue in their roles. Day-to-day operations, client teams, and project delivery will remain unchanged.

Oberon Securities served as exclusive financial advisor to DCL.
