The Intergovernmental Working Group (IGWG) on the WHO Pandemic Agreement has entered a decisive phase, with Member States facing a compressed timeline to finalize the Pathogen Access and Benefit-Sharing (PABS) Annex—a prerequisite for the Agreement’s adoption at the 79th World Health Assembly.

This timely panel brings together government representatives, policy experts, and civil society voices to assess progress in the negotiations, explore remaining challenges, and discuss how the PABS Annex can ensure that equity is not merely a principle, but a binding commitment in practice. Panelists will address critical issues including sustainable financing, governance reforms, and the role of regional manufacturing and technology transfer in advancing global solidarity.

PANEL OBJECTIVES:

This session will provide a platform for government representatives, regional institutions, and civil society to share perspectives ahead of IGWG-3. Participants will discuss key provisions of the PABS Annex, assess whether the emerging text provides a strong and enforceable foundation, and identify pathways to operationalize equity through transparent governance, sustainable financing, and fair benefit-sharing.

The discussion will highlight the urgency of aligning pathogen access with equitable benefits, ensuring that all regions—particularly those historically excluded from scientific and manufacturing capacities—can meaningfully participate in and benefit from global pandemic preparedness efforts.
