In Stapp’s new roles, he will lead technology, business, and partnership development and cultivate and oversee external partnerships. He will also direct technology strategy; provide technical guidance; build a favorable tech-product-customer ecosystem; and lead DEFCON AI’s Technology Review Board.

“When we founded DEFCON AI, we did so with the mission of creating and scaling state-of-the-art technology solutions to address the software and AI deficit within the Department of Defense, starting with logistics, and to help our nation’s defense sector overcome vulnerabilities in such areas as global supply chains,” said Yisroel Brumer, Co-Founder and CEO of DEFCON AI. “To achieve our ambitious goals, we have made it a top priority to assemble a team comprising the best and brightest minds that our nation has to offer. Scott is a world-class leader who brings to DEFCON AI an unrivaled ability to not only leverage technology and create business opportunities, but to also work across multiple sectors in support of an integrated warfighting ecosystem for the Department of Defense. Just as important, he believes in our mission and what we’ve set out to accomplish at DEFCON AI. We are beyond excited to welcome Scott to the DEFCON AI team.”

“As someone who possesses decades of hands-on experience in both the defense department and the defense industry, Scott has a keen understanding of our customers’ needs,” said Gen. (Retired) Paul Selva, DEFCON AI’s Co-Founder and Chief Strategy Officer. “His technical prowess and ability to relate to our clients will go a long way in helping us to drive the kinds of intelligent military technologies necessary to empower operational planners and leaders to carry out their missions better, faster, and more effectively so they can outpace near-peer competitors, get critical supplies where they need to be, and save lives.”

Stapp comes to DEFCON AI after more than nine years at Northrop Grumman (NYSE: NOC), where he most recently served as Corporate Lead and Vice President of Joint All-Domain Command & Control (JADC2). In that role, Stapp led Northrop Grumman’s integrated business strategy for JADC2 and National Security Space. Stapp had previously served as Northrop Grumman’s Corporate Vice President and CTO (2020-2023); Vice President of Space Resiliency and Rapid Prototyping (2018-2020), and Vice President of Applied Research and Technology Development (2014-2018). Prior to joining Northrop Grumman, Stapp worked with the Department of Defense, serving in a variety of positions, including Director of Special Programs within the Office of the Secretary of Defense, leading governance, acquisition oversight, and protection of DoD Special Access Programs. A 30-year veteran of the Air Force, Stapp is a member of the National Academies of Sciences, Engineering and Medicine’s Department of the Air Force, Science and Technology Roundtable; an Advisory Council Member of the Space Force Association; and an Advisory Board Member of the Hume Center for National Security and Technology at Virginia Tech. Stapp holds a bachelor’s degree in electrical and electronics engineering from the University of Wyoming, a master’s degree in electrical and electronics engineering from the University of New Mexico, and a master’s degree in national resource strategy and policy from the National Defense University, Industrial College of the Armed Forces.

“Having spent 30 years of my career at the Department of Defense, I know how critically important technology is to our national security. I also know that now, more than ever, the DoD needs organizations like DEFCON AI that are duty-bound to do great things in the name of keeping our nation safe,” Stapp said. “With expertise in artificial intelligence, mathematical optimization, analytics, and software engineering, DEFCON AI is not only committed to developing the types of cutting-edge, disruptive technologies that our nation needs to overmatch adversaries; it also has the know-how to deliver such advancements. I am proud to be part of this stellar team.”
