NEW YORK--(BUSINESS WIRE)--DeLuca Advisory Services (DLA) is pleased to announce that two former Inspectors General for New York area agencies have joined the firm to help assist corporate and governmental clients with integrity monitoring, compliance audits and investigative services.
Barry L. Kluger, former Inspector General for the New York Metropolitan Transportation Authority (MTA), has joined the company as a Senior Advisor. Steven A. Pasichow, former Deputy Inspector General for the Port Authority of New York and New Jersey (PANYNJ), has joined the company as Executive Managing Director. Both men will manage client relationships, assist in business development efforts and oversee investigations and integrity and compliance engagements.
Mr. Kluger has more than 40 years of experience in law enforcement, most recently as Inspector General of the MTA. He was appointed to the position by the Governor and confirmed by the New York State Senate in 2007. Under his leadership, the MTA’s Office of the Inspector General established a national reputation as a strong, independent, and innovative agent for positive change. He excelled at leading agency-wide efforts to improve internal controls, develop effective policies and procedures, correct systemic managerial and operational deficiencies, and develop constructive investigative and prosecutorial partnerships on local, state, and national levels. Mr. Kluger created the MTA’s Construction Fraud Unit which, during his tenure, recovered approximately $90 million from contractors. Prior to the MTA, he served various roles in the Bronx County District Attorney’s Office, accruing decades of expertise as a lawyer, investigator and 18 years as Chief Assistant District Attorney.
Mr. Pasichow, over a 41-year public service career, has devoted his life to fighting corruption, investigating white-collar crime and preventing fraud. He served as the PANYNJ’s Deputy Inspector General/Director of Investigations for more than five years. He managed the PANYNJ’sFraud Prevention Program for major capital construction projects such as the World Trade Center Redevelopment Program, the new Goethals Bridge, the Bayonne Bridge Navigational Clearance Program, the new LaGuardia Airport Central Terminal Building Redevelopment Program, the Lincoln Tunnel Access Program and Hurricane Sandy Recovery Projects. Prior to the Port Authority, Mr. Pasichow spent more than 26 years with the New York City Department of Investigation (DOI), as an Assistant Commissioner for 12 of those years, and as Inspector General for many New York City agencies. He was responsible for managing DOI’s Integrity Monitor Program, which included oversight of the Integrity Monitors who worked at Ground Zero following the 9/11 terrorist attacks.
