Brighton Marine, Inc. CEO, Rosye Cloud, Strengthens Executive Leadership Bench with Chief of Staff, Legal, and Human Resources Appointments

BOSTON--(BUSINESS WIRE)--Brighton Marine, Inc. today announced the appointments of Jennifer Y. Mewett as Chief of Staff, Brian J. Ewart as Deputy General Counsel, and Michelle L. Vayer as Chief Human Resources Officer, further strengthening the organization’s executive leadership bench as it advances disciplined growth, governance, and mission delivery across its healthcare, housing, and community programs.

As Chief of Staff, Mewett will support enterprise-wide strategic alignment, executive coordination, and organizational execution, serving as a member of the senior leadership team as Brighton Marine continues to scale its impact.

An entrepreneur business owner, Mewett brings more than 16 years of experience leading a conference planning and communications firm supporting the technology sector. Drawing on 25 years as a U.S. Navy spouse, she pairs operational rigor, resilience, and strategic insight with a deep understanding of military-connected communities. Throughout her career, she has worked closely with senior executives to drive complex initiatives, manage cross-functional priorities, and translate strategy into disciplined execution.

“Jennifer brings exceptional judgment and organizational fluency, paired with a steady leadership presence that elevates enterprise-wide operations,” said Rosye B. Cloud, President and CEO of Brighton Marine. “Her ability to bridge strategy, people, and execution enhances our leadership capacity as we pursue purposeful and disciplined growth.”

Mewett is a graduate of American University where she earned a bachelor of arts degree in communications.

Ewart joins Brighton Marine following a decade at TriWest Healthcare Alliance, where he led strategy and governance for one of the nation’s largest federal healthcare contractors supporting the U.S. Department of War. His experience includes extensive work across the TRICARE program, complex federal contracting, provider-network expansion, and oversight of a $65 billion Defense Health Agency initiative connecting more than 1.3 million access points of care across 26 states.

“Brian’s extensive experience with TRICARE, federal healthcare contracting, and complex operational environments strengthens our legal and governance capabilities at a pivotal time,” Cloud said. “His mission-first mindset underscores our commitment to disciplined execution in support of those we serve.”

Ewart is a graduate of Emory University School of Law and Villanova University. He is admitted to the bars of New York and Arizona and is an active member of the Association of Corporate Counsel.

Vayer brings deep healthcare industry human resources leadership experience from her more than 24 years with Cigna. Throughout her career, she has partnered closely with senior executives across multiple businesses and corporate functions, supporting large, complex organizations through operating-model redesign, mergers and acquisitions, and enterprise-wide change initiatives spanning Medicare, commercial underwriting, network operations, and clinical services.

“Michelle brings a disciplined, strategic approach to talent and organizational leadership that directly supports Brighton Marine’s long-term priorities,” Cloud said. “Her track record of building resilient teams through growth and transformation reinforces the foundation of our leadership and people systems.”

Vayer holds a master’s degree in industrial and organizational psychology from the University of New Haven and a bachelor’s degree in business from the University of Colorado at Colorado Springs. She is an International Coach Federation–certified life and executive coach and holds multiple certifications in leadership assessment and organizational effectiveness.
