The partnership was established with support from Louisville’s leadership team and reflects a shared priority to strengthen public safety, enhance operational efficiency, and contribute meaningfully to the beautification of neighborhoods throughout the city.
The initiative has been driven by the leadership of Mayor Craig Greenberg, along with key city officials including Assistant Chief Corey Robinson. Their collaboration has been essential in advancing a modernized approach to vehicle management operations and ensuring alignment with the city's broader public safety and quality of life goals.

Under the partnership, VMS will support the transformation of the city’s impound facility at 1487 Frankfort Avenue, working closely with both city leadership and the Teamsters union in Louisville to deliver a more organized, transparent, and citizen-focused operation. The initiative includes enhanced processes, new technology, refined logistics and a renewed emphasis on elevating the appearance, functionality and overall efficiency of the impound site.

Central to the partnership is Mayor Greenberg’s ongoing commitment to clearing abandoned vehicles across Louisville. By accelerating removals and reducing the backlog of derelict vehicles, the city aims to improve roadway safety, enhance neighborhood aesthetics, and support a cleaner, more welcoming urban environment. VMS’s national operating model and software systems will help provide clearer oversight of inventory, more timely processing of vehicles, and better communication with residents retrieving their property.
The initiative also aims to reduce the workload on both Louisville Metro Police Department and 911 dispatchers involving towing and impound operations, allowing officers and emergency personnel to focus on higher-priority calls and improve response times citywide. Modernized impound processes help reduce time spent on vehicle handoffs, documentation and coordination, contributing to a more efficient public safety ecosystem overall.
