Mr. Guiltinan joins the firm from the U.S. Attorney’s Office for the Northern District of Texas, where he has served since 2017 as a civil prosecutor for False Claims Act and healthcare fraud investigations. He was lead attorney in multiple complex matters, including successful lawsuits against a pharmacy management company and its executives, a pain management clinic, and a clinical laboratory. His practice also focused on investigations related to tariffs and trade obligations. In addition, he served for three years as the Civil Healthcare Fraud Coordinator for the Northern District of Texas.

Prior to joining the DOJ, Mr. Guiltinan was an associate in the Dallas office of Haynes and Boone for six years. While in private practice, he represented multiple clients in governmental investigations involving fraud, antitrust claims and securities litigation.

“Richard is bringing the perspectives gained while prosecuting white collar cases, coupled with his years in private practice,” says Conrad Hester, the firm’s managing partner. “This depth of experience will be invaluable as we build this practice area into one of the finest and most effective in North Texas.”

Mr. Guiltinan earned his law degree with honors from the Northwestern University School of Law and his undergraduate degree from Yale University.

Last month, the firm announced the hiring of Richard Roper, a former U.S. Attorney for the Northern District, to lead its white-collar litigation practice. Through his tenure with the DOJ and 17 years in private practice, Mr. Roper has conducted more than 150 jury trials involving securities, healthcare fraud and public corruption.

“It’s going to be an honor to work alongside Richard Roper,” says Mr. Guiltinan. “I have enormous respect for him, and we share a vision for how this firm can add expertise and resources to provide our clients with high-quality representation that offers greater flexibility and fewer conflicts than larger firms. That’s why I’ve made this move.”
