Commonwealth Care Alliance® Announces Three New Leaders Across Clinical Health Plan Division

New roles demonstrate continued investment in clinical care to serve individuals with the most significant needs

BOSTON--(BUSINESS WIRE)--Commonwealth Care Alliance® (CCA), a mission-driven healthcare services organization that offers health plans and care delivery programs designed for individuals with the most significant needs, has appointed three new leaders to its Clinical Health Plan division. The organization has hired Emily Bailey, LICSW, as Senior Vice President of Performance, Operations, & Innovation, and promoted Josh Ruminski as Senior Vice President of Health Plan Clinical Care and expanded the role of Whitney Moyer, naming her Vice President of Clinical Provider Integration.

With 25 years of dynamic healthcare leadership experience spanning clinical service delivery and managed care, Emily Bailey will be responsible for driving strategic clinical priorities, oversight, and operations as Senior Vice President of Performance, Operations, & Innovation at CCA. Her local and national experience in Medicaid, Medicare, dually eligible, and commercial programs will be an invaluable asset in steering the organization’s operations, product development, and more. Bailey joins CCA from MassHealth, the Massachusetts state Medicaid program, where she led behavioral health programs, policy, and reform efforts as Chief of Behavioral Health. Bailey earned her Master of Social Work from the University of Connecticut and is a Licensed Independent Clinical Social Worker.

Josh Ruminski joined CCA in 2020 with over 20 years of experience in healthcare operations and managed care client services, along with a background in government administration. Before his promotion to Senior Vice President of Health Plan Clinical Care, Ruminski served as Vice President of Member Onboarding & Assessment at CCA. In his new role, Ruminski will be responsible for creating, driving, and executing enhancements to CCA’s Care Model, including strengthening the organization’s multidisciplinary care teams, its Clinical Response Unit, member engagement and experience, and assessment units. Ruminski holds a Master of Public Administration focused on Health Care Policy and Management from Syracuse University - Maxwell School of Citizenship and Public Affairs.

Whitney Moyer is a public health and health policy leader with over 10 years of experience supporting populations requiring complex care and long-term services and supports (LTSS). She was named one of Modern Healthcare's Top 25 Emerging Leaders in 2023. Moyer has most recently served as CCA’s National Vice President of LTSS. In her new expanded role as Vice President of Clinical Provider Integration, Moyer will oversee, enhance, and evolve the network clinical performance of CCA’s health plans across its contracted providers. Before joining CCA in 2021, Moyer served as the Chief of LTSS for MassHealth, where she oversaw the $6.3B Massachusetts Medicaid LTSS portfolio. Moyer holds a Master of Public Policy from Johns Hopkins Bloomberg School of Public Health.
