Corvias Infrastructure Solutions (CIS) Names David Washington, PMP as Director of Portfolio Finance Operations

Prominent Financial Leader with Two Decades of Experience Returns to CIS to Spearhead the Company’s Financial Portfolio of Environmental Programs

WARWICK, R.I.--(BUSINESS WIRE)--Corvias Infrastructure Solutions, LLC (CIS), a national leader in the development and implementation of public infrastructure solutions, announced today that David Washington has re-joined the company. In this capacity, Washington will oversee financial operations across its portfolio, continuing CIS’ commitment to community-based partnerships that focus on green infrastructure solutions and spur economic development.

Washington brings more than 20 years of experience in various financial management roles, including operating and capital budgets, corporate real estate, infrastructure and project-capital financing, strategic business development, and project management. During his prior tenure with CIS, he was integral in the success of multiple projects, including Phase I of the Prince George’s County Community Based Public-Private Partnership (CBP3) – the Clean Water Partnership.

Previously, Washington was the Agency Fiscal Officer for the District of Columbia Office of the Chief Financial Officer for the Department of Energy & Environment (DOEE). At DOEE, Washington led the formulation and execution of the agency’s $286 million annual operating budget. He also led overall financial planning to support the agency’s mission and district’s goals for climate change and resiliency, renewable energy, lead pipe replacement, green infrastructure, and funding. He was instrumental in working with the DC Green Bank to support the district’s goals in meeting Building Energy Performance Standards (BEPS).

“CBPs, as an integrated delivery model for decentralized infrastructure, can be used as a strategic tool to help municipalities invest in infrastructure to achieve long-term regulatory compliance and provide the benefits of meeting triple bottom-line objectives," said Washington. “CBPs give municipal partners flexibility to adjust their strategies and collaborate with their private partners to develop solutions and manage and control costs.”

Washington has led the development of long-term financial and strategic plans totaling more than $1.5 billion for new facilities. This includes major renovations, acquisitions, dispositions, and lease transactions for academic, research, athletic, student housing, utility infrastructure projects.

He holds a bachelor’s in finance and public administration from James Madison University, a master’s in real estate, a Master of Business Administration from Johns Hopkins University, and is a certified Project Management Professional (PMP).
