Activity in the Austrian construction industry expanded in the first three quarters of last year, with the industry's value add registering year-on-year (Y-o-Y) growth of 5.5% in real terms. However, the resurgence of Coronavirus (COVID-19) cases and the subsequent re-imposition of a nationwide lockdown in mid-November 2021 are expected to have weighed on the industry's output in the final quarter of 2021.

Over the remainder of the forecast period, the construction industry is expected to register an annual average growth of 2% between 2023-2026, supported by the government's focus on the development of infrastructure, as well as energy and utilities construction projects. Improvements in consumer and investor confidence and positive developments in regional economic conditions will also provide momentum. The industry's output will also be supported by the government's plan to construct 30,000 housing units by 2022 through the 'Housing Initiative' program, a housing supply program supported by the European Investment Bank (EIB), with a total budget of EUR5.8 billion ($6.6 billion).

The industry's output over the forecast period will also be supported by the government's focus on improving regional connectivity through the development of the country's rail and road transport infrastructure, coupled with its efforts to boost energy production. To achieve the goal of a climate neutral rail network by 2035, all domestic lines spanning 500km will be electrified by 2030 and thus Austrian Federal Railways (OBB) will be provided funding of EUR18.2 billion ($19.27 billion) for the expansion and upgrade of the country's rail infrastructure during 2022-2027. Moreover, in July 2021, the government approved a bill setting out EUR1 billion ($1.1 billion) per year in government funding for renewable energy, aimed at ensuring that all electricity consumption in Austria is generated from renewables by 2030 and making the country carbon-neutral by 2040.
