National Association for Veterans Rights Applauds Florida Legislature for Advancing Veterans’ Benefits Protection

WASHINGTON--(BUSINESS WIRE)--The National Association for Veterans Rights (NAVR) today praised members of the Florida Legislature for passing Senate Bill 910 known as the Safeguarding American Veteran Empowerment (SAVE) Act, an important measure that enhances consumer protections for Veterans navigating the U.S. Department of Veterans Affairs (VA) benefits claims process.

The SAVE Act, now poised for signature by Governor Ron DeSantis, strengthens oversight of private-sector assistance by establishing clear fee caps, prohibiting upfront and nonrefundable charges, banning referral fees, and requiring comprehensive disclosures and background checks. These provisions are designed to protect Veterans from predatory practices while preserving their right to choose assistance outside of the federal accreditation system.

NAVR commends the leadership of Senator Jay Collins, a Green Beret and Purple Heart recipient who continued fighting for his country even after suffering injuries in combat that eventually led to the amputation of his leg. Undeterred, he continues to serve with distinction as a powerful voice for Florida’s Veteran community. Thanks to his tireless efforts, and with strong support in the House from Marine Corps Veteran Representative Jon Albert, the SAVE Act passed unanimously with bipartisan backing in both the Florida Senate and House.

Florida’s leadership adds to a growing movement across the country to strengthen protections for Veterans without expanding federal bureaucracy. State actions like the SAVE Act complement broader national efforts like the proposed PLUS for Veterans Act, a federal initiative aimed at protecting Veterans’ rights to access trusted, transparent claims assistance without undue federal restrictions.

“NAVR commends Florida’s commitment to safeguarding the rights and dignity of its Veterans,” said Peter O’Rourke, President of NAVR, Veteran of both the U.S. Navy and U.S. Air Force, and former Acting Secretary and Chief of Staff of the VA. “This bill represents a meaningful and timely step forward in ensuring those who served are treated fairly and can make informed choices with confidence.”

NAVR supports state-based initiatives like SB 910 that enhance transparency, improve accountability, and empower Veterans while avoiding unnecessary federal expansion. Together, these efforts reflect a growing bipartisan consensus that Veterans deserve flexible, fair, and accessible support when navigating the VA benefits system.
