Long Beach Civic Center Recognized as DBIA Western Pacific Region’s Project of the Year

LONG BEACH, Calif.--()--Clark Construction is proud to announce that the Long Beach Civic Center is the recipient of Design-Build Institute of America (DBIA) Western Pacific Region’s Project of the Year award. The Design-Build Awards Competition recognizes projects in California, Nevada, Hawaii, and Arizona showcasing design-build best practices that met or exceed owner’s expectations. Awarded to one project each year, the Project of the Year award is the highest honor that a project can attain from the DBIA Western Pacific Region’s Design-Build Awards Competition.

The Long Beach Civic Center, a multi-faceted development in the heart of downtown Long Beach, CA, encompasses a new city hall and civic chambers, a headquarters for the Port of Long Beach, and a public library. The project replaced maintenance-plagued, seismically-outdated structures with new civic buildings that play a vital role in the City’s efforts to revitalize the downtown area, without added cost to taxpayers. The state-of-the-art Civic Center development was delivered under a public-private partnership, utilizing a design-build-finance-operate-maintain (DBFOM) contract. The project was recognized for reimagining downtown Long Beach, being the largest municipal public-private partnership (P3) in the nation and North America’s first municipal DBFOM, strong collaboration between stakeholders, and an outstanding safety record.

The Plenary Group and Edgemoor Infrastructure & Real Estate led the development effort; Clark is the project’s design-builder, in collaboration with architect Skidmore, Owings & Merrill. Johnson Controls is the major systems provider and will serve as the long-term operating partner for City Hall, the council chambers, and main library.

The Civic Center is the latest addition to Clark’s portfolio of work in Long Beach. The company led design-build efforts on the award-winning Governor George Deukmejian Courthouse in 2013 – the first social infrastructure project in the United States procured under the principles of Performance-Based Infrastructure contracting. Clark also successfully completed the award-winning Pacific Visions Wing in 2019 – a 29,000 square-foot addition to the Aquarium of the Pacific.
