City and County of San Francisco, California Selects TaxSys®

PITTSBURGH--()--Today, Grant Street Group announced that the City and County of San Francisco, California selected TaxSys® to implement and configure its new property tax system. Home to over 880,000 citizens and the cultural, technology, and financial center of the Bay Area, San Francisco will become the second California county to implement TaxSys. The system will modernize the property tax software responsible for collecting $3.2 billion in annual property tax revenues, while improving the efficiency and effectiveness of government operations.

The selection follows a competitive Request for Proposals in which the City ranked Grant Street as the highest responsive proposer. The engagement will be for a ten year term with the implementation phase commencing in January 2019.

“I am pleased to award this contract to Grant Street Group to modernize San Francisco’s property tax system,” said San Francisco Treasurer José Cisneros. “I am confident that Grant Street’s deep experience in web-based, public sector financial and revenue collection software and services will help lead San Francisco through a successful implementation.”

TaxSys, the country’s most widely used cloud-based property tax collection and revenue management system, processes over $18 billion in property taxes every year using Grant Street’s secure private government cloud. TaxSys for California was designed to serve the unique needs of California Treasurer-Tax Collectors and Auditor-Controllers. The San Mateo County Treasurer, Sandie Arnott, will go live with TaxSys next summer.

“We are honored to have this opportunity to serve the City Treasurer José Cisneros, City Controller Ben Rosenfield, and the citizens of San Francisco,” said Ian Yorty, Grant Street’s Chief Business Development Officer. “We look forward to delivering a state-of-the-art property tax system that meets the City’s needs on time and on budget.”

The Treasurer & Tax Collector and Controller only needed to fund five positions to support implementation of the property tax system. As part of the implementation, TaxSys will be fully integrated with the Assessor-Recorder’s new property assessment system. It will also be seamlessly integrated with several special-purpose, online modules provided by Grant Street, including:

  • BillExpress® which allows homeowners to enroll in electronic billing for property tax notices;
  • DeedAuction® an online auction system for the County tax-defaulted property sale;
  • EscrowExpress® an online portal that allows bulk payments by mortgage companies and tax paying agents; and
  • TitleExpress® an integrated property title search service via TaxSys.
