Guidepost Solutions Continues Expansion with Addition of Former DEA, DHS, and CIA Officials

Milione, Shofi and Briskman Join DC Office

Louis J. Milione, a leading expert on drug diversion and an experienced investigator; John Shofi, a highly-credentialed investigator and auditor; and Robert Briskman, an experienced intelligence, security, and geopolitical risk professional, joined the firm’s Washington, D.C. office.

Milione joins Guidepost Solutions as a senior managing director with more than 20 years of experience overseeing global investigations and ensuring pharmaceutical regulatory compliance. Previously, he headed the Drug Enforcement Administration Diversion Control Division as Assistant Administrator. As the lead regulator, he oversaw more than 1.65 million DEA registrants and led the government’s domestic and international efforts to prevent, detect and investigate the diversion of pharmaceutical controlled substances. Milione also served as the Assistant Special Agent in Charge of the DEA Bilateral Investigations Unit, which is part of the DEA Special Operations Division. He planned and executed high risk investigations involving multi-tiered criminal networks, high-level transnational criminals and corrupt foreign officials. For more than a decade, Milione and his teams operated throughout Africa, Asia, Latin America, Central America and Europe, spearheading sensitive and significant criminal investigations.

Milione started with the DEA in 1997 as a Special Agent in New York. He received a Juris Doctor degree from Rutgers Law School and a Bachelor of Arts degree in English from Villanova University.

Shofi joins Guidepost Solutions as a managing director with more than 20 years of experience with the U.S. Department of Homeland Security (DHS). Most recently, he was involved in high-level strategic initiatives as the Deputy Chief of Staff to the Executive Associate Director at ICE Homeland Security Investigations (HSI). He served as a Senior Advisor at the DHS Office for State and Local Enforcement and a Team Lead on the DHS Secretary’s Joint Requirements Council. Shofi was actively engaged in multiple law enforcement efforts involving transnational criminal organizations, human trafficking, Northern Border threats, the Presidential-mandated Heroin Task Force, and immigration enforcement. He also served as Chief of Staff at HSI International Operations and Chief of HSI Domestic Operations where he directed an in-depth analysis of the HSI international footprint to reallocate ICE’s overseas resources more effectively. He enhanced processes and functions to better facilitate and support all 26 HSI field offices. Shofi also served as the Director of the ICE Office of Professional Responsibility’s Office of Detention Oversight and the Office of State, Local and Tribal Coordination. He spearheaded initiatives involving the 287 (g) Immigration Enforcement Delegation Program and the Congressionally-mandated review of ICE detention facilities. Additionally, he led the formation and expansion of the ICE Mutual Agreement between Government and Employers (IMAGE) program.

Shofi began his government career in 1994 with the Internal Revenue Service as a Revenue Officer. He earned a Master of Science degree in management from Johns Hopkins University and a Bachelor of Business Administration degree in finance, taxation and marketing from Pace University’s Lubin School of Business.

Briskman joins Guidepost Solutions as a director of global intelligence and security operations. He has deep risk and crisis management experience, as well as extensive experience in the development of strategy and policy. Briskman recently retired from the Central Intelligence Agency after a 27-year career, including as a member of the Senior Intelligence Service, a small cadre of CIA’s senior-most leaders. He spent more than two decades in the CIA Directorate of Operations as a Senior Operations Officer, serving in Europe, the Middle East, and the former Soviet Union. Briskman served as Chief of Station multiple times, operating in a foreign language, responsible for all U.S. intelligence and operational activity against the full range of national security objectives in the areas of operation. His final role in the CIA was a senior executive leadership position in its Counterterrorism Center, managing day-to-day global counterterrorist operations.

Briskman received a Bachelor of Arts degree from Connecticut College and is a member of the Association of Former Intelligence Officers. He has TS/SCI (Top Secret/Sensitive Compartmented Information) security clearance with full scope polygraph.
