Proposition 21 Endorsed by Prominent Black-Led Organizations

Groups join ever-expanding list of supporters of initiative that will limit rent increases and keep millions of CA families in their homes

LOS ANGELES--()--Housing justice advocates and champions of Proposition 21, a November 2020 state ballot initiative that will limit rent increases and preserve affordable housing in California, today announced several prominent Black-led organizations including the National Organization of Black County Officials (NOBCO), National Forum for Black Public Administrators (NFBPA), Los Angeles City Stentorians, KJLH Radio, and Black & Sexy TV have endorsed the ballot measure.

The organizations join a growing list of federal and state elected officials; local city councils; and social, housing, and racial justice organizations to support the fight for housing justice in California. Supporters include Reverend Al Sharpton and the National Action Network, Senator Bernie Sanders, labor and civil rights icon Dolores Huerta, Congresswomen Maxine Waters, and Barbara Lee, California Senate Pro Tempore Emeritus and L.A. City Councilman-elect Kevin de León (CD-14), and a suite of California’s tenant advocacy and social justice organizations, including the statewide Housing Now! California coalition (which consists of over 100 labor and housing justice organizations), the Alliance of Californians for Community Empowerment (ACCE), the Urban League of Los Angeles, and the Eviction Defense Network (EDN), as well as major labor unions, such as UNITE HERE Local 11. The Campaign has also secured the endorsements of every elected rent control board member in the state. (See the full list of endorsements here).

"NOBCO is proud to endorse Prop 21 and join the diverse group of supporters who are calling for fair housing in California. Prop 21 will keep families in their homes when millions who were already facing severe housing insecurity are further burdened with questions about affordable housing options as the COVID-19 pandemic continues to ravage the economy,“ said Keith Carson, Alameda County Supervisor and Executive Committee Treasurer, NOBCO.

NOBCO is a nonpartisan, nonprofit 501(c)3 founded in 1982 in order to provide resources to empower and transform populations into more sustainable communities.

“California’s housing affordability crisis has led to chronic homelessness that continues to increase year after year. Prop 21 is a proven solution for this crisis and the time to act is now. We proudly support the YesOn21 campaign to keep families in their homes and off the streets,” said Marcia Conner, Executive Director for the NFBPA.

NFBPA is the principal and most progressive organization dedicated to the advancement of black public leadership in local and state governments.

“The Los Angeles City Stentorians proudly endorse Proposition 21. Many of our neighbors who suffer from not having access to basic resources face displacement and the inability to afford adequate housing. That road leads to a growing homeless community, placing a heavy burden on our first responders throughout California. These problems are devastating, with drastic results in communities of color. Prop 21, has our full heartfelt support. We are proud to join together with voices calling for real solutions keeping families in their valued homes,” said Gerald Durant, President, The Los Angeles City Stentorians.

"We could not be prouder and more honored to have the support of such prominent organizations," said René Christian Moya, campaign director for the YesOn21 campaign. “The fight for housing justice will take an army of supporters who believe that all Californians deserve access to stable and affordable housing.”

Proposition 21

When passed, Proposition 21 will remove current state law restrictions, giving cities and counties the power to implement and expand rent control policies that limit how much rents can increase each year. It would allow local communities to:

  • Expand rent control to more buildings while exempting newly constructed buildings.
  • Exempts Single-Family homeowners who own up to two homes.
  • Allow limits on rent increases when a new renter moves in.
