PCG Names Newly Created EVP of Human Capital to Enhance Employee Recruitment, Retention

BOSTON--()--Taking a major new step to enhance its efforts to recruit and retain talented and diverse public-sector management consultants, Public Consulting Group Inc. (PCG) has named its first Executive Vice President of Human Capital, Tobi Russell.

Reporting directly to PCG CEO Bill Mosakowski, Russell will oversee all aspects of PCG’s efforts to attract, retain, and develop talent across its education, health, human services, and technology consulting practices in the U.S., Canada, and Europe. Formerly a vice president at Cumberland Farms, Hanover Insurance Group, and Fidelity Investments, Russell has 30 years of executive experience in all aspects of human resources.

Underscoring the importance of human capital as a business imperative, in 2018, PCG created a Human Capital Council, to enhance its focus on the employee experience and engagement. The Council has implemented an employee compact, engagement survey, and management development and training programs to expand its collection of actionable employee feedback and further tailor training initiatives to employees’ needs and aspirations.

Russell will lead PCG’s ongoing efforts to build on this extensive foundation and enhance employee programs, recognition, work/life integration, and professional development opportunities, so PCG will remain an employer of choice in the public-sector consulting services field.

Russell earned her master’s degree in Instructional Design from the University of Massachusetts Boston and her bachelor’s degree in Human Development from Boston College. She also serves as an adjunct professor of Human Resources at Framingham State University’s Graduate School of Business.
