Jericho Systems to Research Data Privacy for U.S. Department of Homeland Security

Two-year contract will develop a prototype that securely segments sensitive and personal data using fine-grained, dynamic access control

DALLAS--()--Jericho Systems Corporation, developers of EnterSpace® Decisioning Service (ESDS) technology for externalized dynamic access control and content filtering, has executed a Broad Agency Announcement (BAA) contract with the U.S. Department of Homeland Security (DHS) Science and Technology Directorate to use fine-grained access control policies and data labels to secure sensitive and personally identifiable data at DHS fusion centers. DHS fusion centers serve as clearinghouses through which federal, state, local, tribal, and territorial partners can collaborate and share threat-related information.

“This approach leverages existing IT infrastructure and preserves organizational autonomy and data ownership,” said Jericho Systems Cyber-Security Architect Bill Doyle.

Under the two year BAA contract, Jericho Systems will develop an architecture and deployable prototype compatible with existing standards as well as state-of-the-art Attribute-Based Access Control (ABAC) architectures. The solution will leverage and incorporate existing services already developed by DHS. This effort will improve access management and information sharing abilities of Communities of Interest (COI) and organizations within DHS by controlling data in a manner that protects privacy and alleviates sensitivity concerns consistent with applicable law, policy, and mission.

Tim Schmoyer, Jericho Systems Vice President of Engineering, said, “We are excited to assist DHS fusion centers in fully achieving and maintaining the four Critical Operational Capabilities while at the same time ensuring the protection of privacy, civil rights, and civil liberties.”

The two year commercialization effort implements data labeling as part of ABAC within a security context that includes multiple platforms, various classified environments, multiple security credentials, and multiple protocols. The prototype solution will leverage Jericho’s commercial off-the-shelf ESDS technology that supports domain-specific and COI-specific information-sharing customizations.

“Jericho Systems is proud to provide the DHS support with our talented science and technology experts in identity and access management, data segmentation, and information assurance,” said Brynn Mow, CEO of Jericho Systems.
