Multistate Associates’ Joe Crosby Named 2011’s Most Influential Individual in State Tax Policy by State Tax Notes Magazine

ALEXANDRIA, Va.--()--Joe Crosby, partner at MultiState Associates Inc., was recognized as 2011’s most influential individual in state tax policy and practice after receiving the Person of the Year Award by State Tax Notes magazine, a Tax Analysts publication that provides the latest and most in-depth tax information worldwide.

“Over the past year – the past several years, really – no one has been more successful in the state and local tax advocacy business than Crosby,” stated State Tax Notes, which also said, “Crosby’s influence is not limited to legislators and their staffs.” Specifically noted was Crosby’s work with the American Legislative Exchange Council and the National Conference of State Legislatures, two major public policy groups.

Crosby received the Person of the Year honor after government affairs executives and legislative staff from around the country were polled and asked to name who they thought was the single most influential person in state taxation. According to the article, a nearly unanimous response resulted in Crosby’s recognition.

Crosby was honored to be voted by his peers and legislative staff.

“I am thrilled to be recognized for my work in state tax policy and know that I owe much of my success to my colleagues at the Council On State Taxation (COST) and other business organizations across the country,” Crosby said. Crosby added that he hopes in the coming year “to shine a light on the impact on state taxation of the various tax reform proposals being offered by presidential candidates.”

Crosby joined MultiState in September 2011 following 11 years with COST, where he served as chief operating officer & senior director, policy. In addition to his operational responsibilities at COST, Crosby managed all aspects of the organization’s advocacy program. He regularly testified before state legislatures and other state and national policy-making bodies. Crosby is a nationally recognized state and local tax policy expert, and has been quoted in publications such as the Wall Street Journal, New York Times, Financial Times and Washington Post. Crosby previously served COST as legislative director.

Prior to joining COST, Crosby was national director of state legislative services for Ernst & Young LLP, where he provided legislative monitoring, advocacy management, and coalition development services. Crosby is past president of the State Government Affairs Council, the premier national association for multistate government affairs executives, and formerly served on the board of directors of the Washington Area State Relations Group, another association of government relations professionals.

Crosby earned his bachelor’s degree in history from Loyola Marymount University in Los Angeles and completed graduate course work in economic policy at American University in Washington.
