Jack Quinn to Become Independent Director of Xe Services

Former Clinton Administration Official Appointed to Guide Enhanced Commitment to Governance and Oversight

NEW YORK--()--USTC Holdings, LLC, the investor consortium that acquired Xe Services, LLC, including its main holding U.S. Training Center, Inc. (USTC) in December 2010, today announced that Jack Quinn, former White House Counsel to President Clinton and former Chief of Staff to Vice President Gore, will serve as an Independent Director of the company. USTC is a leading provider of training and security services focused on worldwide stability operations in support of the United States government and other customers.

Upon acquiring Xe and its core operating businesses last year, USTC Holdings, LLC indicated that it would form a new Board of Directors, including independent unaffiliated directors, to manage the company and enhance its governance and oversight capabilities.

With the formation of the Board of Directors complete, we will, with the Board’s direction, continue to set the bar for industry standards against which all other companies are measured.”

Currently, Quinn serves as the Chairman of Quinn Gillespie & Associates, LLC, which he founded with Ed Gillespie in 2000. Previously, Quinn was a partner in the Washington, D.C. law firm Arnold & Porter where he practiced for 20 years. He served as Counsel to President Bill Clinton from November 1993 to February 1997 and as Chief of Staff and Counselor to Vice President Al Gore in 1993. He was also an adjunct professor of constitutional law at Georgetown University Law School for three years and served as a member of the Council on Foreign Relations.

“Jack Quinn will bring to the board a lawyer's sensibility and deep expertise in both corporate governance and corporate good citizenship,” said former Deputy Attorney General Jamie Gorelick. Now a partner at WilmerHale, Gorelick also served as General Counsel of the Department of Defense and a member of the National Commission on Terrorist Attacks Upon the United States, also known as the 9/11 Commission.

A graduate of Georgetown University College of Arts and Sciences, Quinn went on to receive a degree from Georgetown University Law Center before pursuing a career in politics. After serving on the staffs for the United States Senate Select Committee on Nutrition and Human Needs, the Democratic National Committee and Senator Floyd Haskell (D-Colo.), he worked as the Campaign Director of the Udall Presidential Campaign at the age of 26.

Quinn’s appointment marks the latest addition to the company’s board, joining former Attorney General John Ashcroft, Retired Admiral Bobby R. Inman, Red McCombs (Chairman), co-founder of Clear Channel Communications and legendary entrepreneur, and Russ Robinson, former CEO of U.S. Zinc.
