The signing ceremony was witnessed by President of Ireland, Michael D. Higgins and President of Vietnam, Tran Dai Quang, during President Higgins’ State Visit to Vietnam. The Minister for Foreign Affairs and Trade, Charles Flanagan TD, was also in attendance at the ceremonial exchange which was organised by the Embassy of Ireland in Hanoi and Enterprise Ireland.
