T.Y. Lin International Hires Thomas R. Perry, P.E., as Director of Business Development – Mid Atlantic

SAN FRANCISCO--()--T.Y. Lin International (TYLI), a globally recognized full-service infrastructure consulting firm, announces that Thomas R. Perry, P.E., has joined the firm as Director of Business Development – Mid Atlantic. Based in the firm’s Alexandria, VA office, Perry comes to TYLI with more than 20 years of experience in the infrastructure industry in all phases of development, from planning to project delivery, client and pursuit management, structural and civil engineering, project management, and program management. His broad range of expertise includes work in the bridges, highways and streets, rail and transit, facilities, and telecommunications market sectors. In his new role, Perry reports to Robert Radley, P.E., TYLI Senior Vice President and East Region Director.

Most recently, Perry was the Program Manager for the engineering and construction of the $1.3B, 22-mile DC Streetcar at the District of Columbia’s Department of Transportation (DDOT), a program that brought the streetcar back to the District after more than 50 years. He completed design and construction of the 2.4-mile H Street/Benning Road Line in 2014, including the temporary maintenance facility. Perry also completed final design per historic preservation review and LEED platinum specifications of the permanent Carbarn and Training Center currently under construction. Also while at DDOT, Perry managed the Southeast/Southwest NEPA Environmental Assessment that evaluated an East-West Connection between the Historic Anacostia and Waterfront neighborhoods. In addition, he served as the Interim Chief Safety Officer for the DC Streetcar system, developing the safety program per FTA guidelines.

Prior to his work at DDOT, Perry held various positions of increasing responsibility with a large infrastructure consulting firm for 17 years, working from their New York, San Francisco, and Washington, D.C. offices. Project highlights include managing technical submittal responses for the $800M CQ031 portion of the $8B Eastside Access Project in New York City; acting as Deputy Project Director responsible for support for the program management, analysis, and design of several improvements for the South Capital Near Term Improvements project in Washington, D.C.; providing the design of utility platform structures for on-bridge substations for the new San Francisco-Oakland Bay Bridge; and providing nonlinear seismic analysis and design for San Francisco International Airport’s Rapid Transit system.

Perry is a former Board Member of the City Polytechnic High School of New York City and served as an Architecture, Construction, and Engineering (ACE) mentor for many years. He is also a former Vice President of the Architect-Engineers Council of Washington, DC.

Perry received a Bachelor of Science in Civil Engineering from North Carolina State University and a Master of Science in Civil Engineering from Stanford University in California. He is a licensed Professional Engineer in the District of Columbia, New York, California, Maryland, and Virginia.
